Served on several working groups regarding Executive Order 13865 on EMP resilience, the Evidence-based Policy Act of 2018, and the expansion and improvement of NRC's internal electronic Request for Additional Information System (eRAI).I assisted the NuScale review as a PM and with lessons learned from the APR1400 review. Provided significant assistance to the GE ABWR Design Certification renewal.Lead Project Manager providing overall oversight and direction on the review of the Korea Hydro & Nuclear Power (KHNP) APR1400 reactor Design Certification (DC) Application review. Oversight areas include digital I&C, human factors engineering, seismic/structural review, primary/secondary piping systems, and electrical systems. This review was completed in September 2018 in the scheduled 42 months. The Final Safety Evaluation Report was issued as well as a Standard Design Approval. The last step is to complete the rulemaking process for the Commission to certify the design.Lead PM for the Korean Hydro & Nuclear Power Co. APR1400 reactor DC pre-application activities, 2010 to 2013.From 2013 to 2017, Lead Project Manager providing overall oversight and direction on the review of the Mitsubishi Heavy Industries, Ltd. US-APWR reactor Design Certification (DC) Application review. Also, the review of the Comanche Peak Combined Operating License Application which references the US-APWR design. Oversight areas include digital I&C, human factors engineering, seismic/structural review, primary/secondary piping systems, and electrical systems.

Responsible for post-9/11 activities related to the safety and security of radioactive materials. This included being part of the team which identified the need for increased controls and enhanced tracking. Designed and assisted the procurement of several databases. Identified the need for and designed the National Source Tracking System and the Interim Inventory. Advised the National Academy of Sciences/National Research Council on high activity sources. Served as U.S. representative for the Global Initiative to Combat Nuclear Terrorism (GICNT - 2007). Provided Commission testimony to Congress regarding high activity sources.Served as U.S. government lead on Po-210 including briefing the Homeland Security Council and a NY Times interview.Also served as a a Sealed Source/Device (SSD) design reviewer. Managed the SSD database; advised IAEA on the international catalogue of sources and devices; updated and managed the General License Tracking System.

Qualified as a Transportation and Storage Safety Inspector. Previously qualified as an ISO 9001 auditor and an AWS welding inspector. Inspected radioactive materials and nuclear fuel transportation and storage container fabrication in accordance with 10CFR Parts 71 and 72. Inspected new and spent fuel storage container fabrication, transportation, and spent fuel storage facilities. Performed QA inspections of Type AF and Type B transportation container designers, fabricators, vendors, and users.

Qualified as a Nuclear Shift Test Engineer (STE). Oversaw and supervised the maintenance and overhaul of reactor and engineering plants of nuclear submarines and cruisers. Conducted testing of all major systems upon restoration in cold, hot, and critical conditions. Supervised reactor operations for maintenance, refueling, testing, and operation.Qualified as an Engineering Officer of the Watch (EOOW) or Nuclear Shift Test Engineer (STE) on the following naval reactor plants: S3G, S5G, S5W, D2G, D2G/D1W. Also taught the STE qualification courses for S6G and S6G/D1W, reactor physics and core design, radiation controls, electrical systems, and instrumentation and controls systems.

Uss Roark (Ff-1053)

Served as the Engineering Officer for the reserve component of the frigate on its transfer to the reserve fleet. As the Engineer, I was responsible for a 60-man department (of the 150-man reserve component). This included training the engineering crew up to standards for their positions, and ensuring all reserve crew received required damage control and other basic training.

Qualified as an Engineering Officer of the Watch (EOOW) to operate the twin reactors of the ship (USS California CGN-36). Served as Electrical Division Officer, Electrical Officer, and Chemistry/Radiological Controls Officer. Served as Main Control Watch Office in charge of all engineering operations during General Quarters.Completed Naval Surface Warfare Officer school, Newport, RIQualified as EOOW on S3G prototype in Milton, NY.Completed Officer version of Navy Nuclear Power School, Orlando, FL.
