The Sensors Knowledge Center was established to advise the Director, Missile Defense Agency, and his Program Directors/Program Managers of technical risks related to sensors associated with MDA programs. The SKC was also charged with identifying potential mitigations for those risks, with sharing lessons learned regarding sensors across MDA, and with supporting the development of our technical workforce in the sensors arena.

The BMDS Capability Assessment (BCA) team is comprised of multiple Federally Funded Research and Development Centers (FFRDCs) and University Affiliated Research Centers (UARCs), including MIT Lincoln Laboratory. BCA provides independent, non-advocate technical assessment of the Ballistic Missile Defense System for the Missile Defense Agency (MDA) Director. As Company Lead, I manage the unique MIT Lincoln Laboratory support to the BCA Team, which includes specialized radar analysis and BMD system level assessment. As Sensor Functional Area Lead, I coordinate the team analysis and assessment of the various BMD optical and radar systems across supporting FFRDC and UARC organizations.

I am currently the Test and Assessment Functional Lead for Missile Defense Agency’s BMDS Capability Assessment (BCA) Team. The BCA Team, comprised of a variety of FFRDC and UARCs, provides independent, non-advocate technical assessments of the BMDS capabilities and limitations for the Director of the MDA. I coordinate BCA data analysis and assessment products based on System- and Element-Level flight and ground tests, and digital simulations.

For the second half of my Kwajalein tour, I was Project Lead for the Range Operations Control Center (ROCC) upgrade. This project replaced the aging Control Center hardware and software. I lead an integrated team of software developers, hardware and system engineers, console operators, and range safety personnel. Project status was managed using Earned Value and Risk assessment processes.

Part of a team that designed, constructed, tested, fielded, and operated a novel Automatic Target IDentification System (ATIDS) which fuses target metric, signature, and identification information from multiple sensors (radar and telemetry), as well as operator actions and a priori information, to improve situational awareness during live missile tests. I became intimately familiar with radar tracking and discrimination issues and their system-level impact on system track fusion, cueing and tasking, operator interaction and command and control.

I developed automatic target recognition algorithms that used new synthetic-aperture radar image processing techniques. I performed classifier training and testing and assessed the impact on classifier performance from the quality of the target imagery as generated from operational sensors, instrument-quality sensors, and ground-based measurements.
