    As Warden, with much latitude, I provided independent judgment, action, and decisions in the development of policies & procedures, training, uniform staffing ramp-ups, logistics, and the rapid deployment of workforce resources in the maintenance of long-standing correctional institutions, as well as the establishment and operationalization of a workforce within multiple new commands, such as the Central Intake and the opening of the Bronx Hall of Justice as Executive officer in my previous capacity. The Central Intake is vital in the processing of new admissions to manage the needs of populations that become incarcerated. The project was created to provide safe, stable correction intake systems with quality Care, Custody, and Control and served as the primary point of critical information & intelligence gathering regarding current status, history, initial classification, medical services, risk assessment, and initial housing. The initial phases of the central intake commenced in September 2013 within five tensioned membrane modular buildings as a temporary setting. In due form, staff were transferred in, platoon groups were established by tours of duty, and a series of training modules were conducted to provide for effective custody management for individuals detained regarding their risk and needs. Additionally, analyses were performed on operative practices such as training, workflow efficiencies (both uniform & medical personnel), adaptations to technology, and the impact of prevailing climactic conditions in the New York City region with the passing of warm and sunny weather from May to October followed by cold winters. The completion of the new building to be constructed as the permanent Central Intake was scheduled for 2018. However, determinations made by the incoming mayoral administration in 2014 resulted in a pause on this endeavor of effective criminal justice reform. The U.S. Army War College also studied the Central Intake under my leadership.

This step-by-step approach ensured the correctness of each elemental pathway, with computational methodologies standardized according to terms within collective bargaining agreements. Vacation call-outs were symmetrically categorized according to platoon group classifications by fiscal year, further contributing to the reduction in workforce governance and cost engineering in furtherance of a workforce's operationalization to sustain a well-constituted workforce within future budgetary outlays.It's crucial to highlight that these achieved cost reductions were particularly significant within the context of the temporal period ( Summer Picks) known as the preferred vacation selection for each fiscal year. This period typically necessitates increased overtime costs to address staffing shortfalls. Despite these challenges, we reduced operationalization costs, showcasing effective management and cost-saving strategies.
