Twenty-six plus years of space operations, acquisitions, and program development/management experience working with such programs as Defense Meteorological Satellite Program (DMSP), Global Positioning Systems (GPS), Defense Support Program (DSP), Advanced Composition Explorer (ACE), Tactical Satellite-Two (TacSat-2), Experimental Satellite System-Eleven (XSS-11), Orbital Express (OE), Midcourse Space Experiment (MSX), Tactical Satellite-Three (TacSat-3), Operationally Responsive Space Satellite-One (ORS-1), Space Based Space Surveillance (SBSS), and Space Tracking Surveillance System (STSS). Working with this diverse list of satellite programs also include a diverse exposure to various ground systems such as Integrated Polar Acquisition and Control Subsystem (IPACS), Command and Control System (CCS), Remote Intelligent Monitoring System (RIMS), Commercial Off-The-Shelf Based Real-time Architecture (COBRA), OS/COMET, Multi-Mission Satellite Operations Center Consolidated Ground System (MMSOC/CGS) and GPS Next Generation Operational Ground System (OCX). Operational experience includes development of policy/doctrine, technical documentation, training/evaluation development and execution. Leadership/Management experience guiding teams from 5 to 45 through various projects and programs. Program management experience working to develop the MMSOC and SBSS programs to include development of Enabling Concepts, Concepts of Operations, Mission Assignment, Policies and Procedures, Mission acquisition and transition, launch preparations, manning requirements, training, budgeting, interagency/joint coordination, program office coordination and numerous briefings to Higher Headquarters and COCOMs.
