Then work with the staff, and Battle Labs to research the problem; defining primarily what we know and what we do not know.• Lead the analysis to determine which venues are available to provide information on defined problems, and work with battle labs to define the assumptions / constraints of the problems. • Decomposes the problems into manageable areas that are referred to as the Essential Elements of Analysis. Managing essential elements with battle labs to determine the proper scenarios. Then design vignettes including a Master Scenario Event List to ensure the experiment addresses the problem.• Lead the development of the data collection management plan which captures all of the data that will inform the problem.
