MV Transportation had two year contract (amended for additional 3rd year) with Baton Rouge CATS (Capital Area Transit System); I served dual role as Project Manager and COO; project included implementing major service improvement and expansion plan for bus system, changing 19 existing routes, 10 new routes, 4 new transit hubs, 100 new shelters, 77 refurbished existing shelters, implementing new AVL and route scheduling system, resolving aging fleet, over-crowded office and operating facilities, creating community/stakeholder outreach program, and as COO, implement safety and training program, while reorganizing transportation, maintenance, paratransit, customer service procedures, bringing it up to current transit operating industry standards.

Worked as sub-consultant with Atkins, Spartan Solutions, MV Transportation, SWLeader, Inc, PFM Group, seeking management consultant related contract work with emphasis in mass transit bus and light rail; successful in obtaing sub-contract work in mass transit management, ferry system analysis, dedicated transit millage analysis, city licensing and permitting process streamlining, etc..

include policy and procedure development, program oversight, and management of recovery efforts of the state of Louisiana under the Robert T. Stafford Disaster Relief and Emergency Assistance Act and the Disaster Mitigation Act of 2000; Supervise, manage, and monitor multiple Contracting Officer Technical Representatives (COTR) and Technical Monitors (TM) overseeing nearly a dozen Individual Assistance installation, maintenance, and deactivation contractors; responsibilities include task order implementation, acceptance of work, and interpreting statements of work; under the direction of the IA Chief, the LCM is the authorized representative of the Contracting Official on Regional level contracts and as such, is the primary point of contact between the IA Program Staff, the Gulf Coast Recovery Office Acquisition Program Management Office and the Contractors.

Responsible for the day to day operations of a large mass transit agency with $110 million annual operating budget; 1400 employees, 3 unions, with multiple capital projects estimated at $500 million; report directly to Board of Commissioners; work closely with Federal Transit Administration, State Department of Transportation and Development, New Orleans, and surrounding parishes.

Post-Katrina NORTA activities include operation of 27 bus lines, providing 21,000 rides daily, employing 400 employees during its rebuilding from Hurricane Katrina. Obtaining $200 million in FEMA/FTA grants in the initial recovery, the road to a full RTA recover was underway.
