Provide guidance and advisory support to private sector companies and groups on the formation of captive insurance companies. This includes developing strategic objectives and identifying opportunities, creating business plans, defining underwriting parameters, developing operating structures, and selecting state domiciles. Additionally, manage application and licensing processes and establish guidelines for contracting vendors and service providers. Also provide expert analysis of financial market activities and current and emerging issues affecting industry standards.

Office of Captive Insurance

Appointed as Chief Regulator for all financial services in the District of Columbia, which included directing the legislation and realigning operations for implementing federal requirements for the Affordable Care Act (ACA) and Dodd-Frank Act. This included developing a strategic regulatory platform to integrate planning for financial markets legislation, streamlining market and compliance reviews, and improving administrative services for corporate taxpayers. Managed staff of 130 and fiscal year budgets averaging $20M per year. Chaired a committee of industry representatives, consumer groups and healthcare experts that defined DC market characteristics crucial to meeting federal compliance requirements. Secured $40M in collateral support for small businesses in the District by directing the development and implementation of a Federal-State Small Business Credit program. Also took control and led the turnaround of the District’s major Medicaid services plan provider, which was on the brink of insolvency, in order to maintain the delivery of medical and healthcare services to residents, while securing funds for payments to 5,000 medical providers.As a member of the National Association of Insurance Commissions (NAIC), served on numerous committees related to insurance industry relations, governance and compliance. Vice chair of International Insurance Relations (G) Committee and Governance and Compliance sub-committee at International Association of Insurance Supervisors (IAIS). Represented US insurance regulators at the Joint Forum on Financial Conglomerates.
