Organized and staffed educational & training events, including 10 educational sessions at major national conferences, and a series of 10 national webinars on primary care integration. Collaborated with Team to develop Learning Community, providing behavioral health integration subject matter expertise and improvement coaching to participating Community Health Center Teams from across the country working to integrate behavioral health services within primary care.

Expert consultant for contract with the Department of Health and Human Services' Center for Medicare and Medicaid Services: reviewed Medicare Advantage Organizations' Quality Improvement Plans & Chronic Care Improvement Plans; provided expert consultation to project teams evaluating the performance of Medicare Qualified Independent Contractors and team developing Quality Measures for Outpatient Cancer Treatment.

Subject matter expert for contract with Dept. of Veteran Affairs to develop a pilot implementation of a web-based self-management and recovery support resources for Veterans, using a tool residing on the “My HealtheVet” personal health record (PHR) website. Managed information research to identify effective self-management support best practices applicable to VA clinical teams and to inform the pilot implementation strategy, policy development, evaluation criteria, and design of pilot site trials. Facilitated subject matter expert panel workgroup to consolidate information, and develop design for pilot site implementations.

Deputy Director, leading the execution of a federally funded cross-agency improvement initiative for the District of Columbia’s public behavioral healthcare system, dramatically improving care for individuals with co-occurring disorders, achieving measurable improvements in the areas of screening and assessment, workforce development, provider performance on co-occurring competency standards, interagency collaboration, self-management/ recovery resources, and infrastructure support for integrated service delivery. Sustainability succeeded in paving the way for continued care improvement to better address the medical needs of this population by engaging with the Department of Health Leadership who include this population in a planned “DC Chronic Care Initiative” to improve the health of residents dealing with chronic disease. Reported to the Chief Clinical Officer for the Department of Mental Health, and managed the project and multi-year SAMHSA grant, with a budget in excess of $1 million annually, leading project operations and administration, supervising 5 professional staff, contracts and consultants. Led information research required to inform project interventions, translating and communicating research knowledge to train behavioral health work force, and advised DC leadership regarding relevant policy decisions. Identified local clinical site champions, welcoming and engaging all stakeholders as active partners in improvement initiates. Communicated project work through written reports, newsletter, leadership meetings, and presentations to government officials, hospitals, community organizations, providers, professional conferences and consumers groups. Served on the CDM expert team creating and operating the SAMHSA Co-Occurring Disorders Center for Excellence, under contract with SAMHSA’s Center for Mental Health Services and the Center for Substance Abuse Treatment. Member of Team implementing information research for the Center of Excellence, organizing materials and resources in accessible format to inform technical assistance and work force development, as well as public policy decision makers, government officials, payers, providers, consumers, families and other interested stakeholders. Worked with panel of national content experts in co-occurring disorders, to inform design of products and tools. Provided technical assistance, consultation and training to public health authorities and providers across the United States. Provided leadership and management direction for all Mental Health and Chemical Dependency Services delivered in the Region serving over 530,000 members throughout Maryland, the DC and northern Virginia. Responsible for Behavioral Health Services, staffed by 103 personnel, including physicians and non-MD providers, managers, and support staff. Managed contracted affiliations, including a network of over 1800 contracted community providers and programs, and a budget in excess of $25 million per year. Reported to the Associate Medical Director. Accomplishments include:• Developed and implemented an expanded Regional “Behavioral Health Integrated Delivery System” with community provider affiliations complementing staff-based service sites. • Led process improvement and redesign team with labor union/management partnership activities• Developed population based disease management initiatives in collaboration with Primary Care

Developed & managed multi-specialty medical group’s behavioral health practice & program expansion from start-up through all stages to become a high performing multi-state system , with behavioral health service integrated within primary care and supported with a full service managed behavioral health care system serving over 600,000 members in 4 states. Responsible for all Child, Adolescent, Adult and Family Mental Health Services delivered in the Region. Integrated substance use services, mental health, and primary care. Responsible for 140 employed Permanente Medical Group Behavioral Health Providers and over 2000 contracted community providers and a budget in excess of $22 million per year.
