William Ray works out of Small Business Majority's St. Louis office to direct the organization's outreach and business development efforts in Missouri. William is committed to developing and maintaining relationships with the business community and advocating for policies that create greater opportunities for small business growth. Prior to joining Small Business Majority, William ran his own contracting business, worked as Community Engagement Director for the County Executive of St. Louis County, and most recently served as Director of Communications and Business Development for the business licensing office in the City of St. Louis. William has extensive experience serving on local boards and commissions that impact business development in the St. Louis region.

Chairman of 5 member board which oversees economic development sales tax voted on and passed by the citizens of Berkeley, and produces approximately $450,000 per year.

Member of the 6 person TIF Commission for St. Louis County. During my time on the TIF commission, we have deliberated over proposed developments in St. Ann, Shrewsbury, Ellisville, Maplewood, Richmond Heights, Rock Hill and Jennings.

The St. Louis / Jefferson Solid Waste District ("the District") receives revenue from land waste tipping fees in order to award monies to public and private organizations requesting funds to further various recycling or otherwise "green" initiatives. Each of the last 3 years, As a board member, I have reviewed grant proposals, monitored grantees progress, and review financials. The District has granted in excess of $2million in each of the last three years to multiple dozens of applicants, including private enterprise, local governments and other political districts.

I began working as Special Assistant to the County Executive in January 2011. I have had the opportunity to work with dignitaries from near and far, offer support to local governments and non-profit organizations, assist business owners in working with local government, and represent the County Executive’s office as the liaison to North County. However, I recognize that the most important role is to ensure that residents and visitors get everything that they deserve from a hyper responsive St. Louis County government; regardless of whether that is through direct services or directing someone to where services are available. North County Incorporated (NCI) was founded in 1977 and represents the 47 municipalities and unincorporated area in North St. Louis County. As an economic and community development advocacy organization serving North County, NCI focus' on economic development, education, healthcare, infrastructure and transportation needs. NCI markets the area as a truly great place to live, work, shop, worship, and learn as we actively work to enhance the residential and business climate in North County.

Coordinated the North County field campaign for the 2010 Dooley re-election campaign for County Executive.Managed North County office, which included hiring and training of over 100 active paid canvassers, and responsibility for a fleet of four transport vans.Coordinated North County volunteer effort with unions and independent volunteers, which included canvassing, phone banking and yard sign placement.Instrumental in producing better than 70% support for Charlie Dooley among North County voters.
