About William Stucke

I have played a leading role in the Internet industry in South Africa since 1997 and was an effective agitator for telecommunications liberalisation in Africa. I have written and presented many papers at local and international conferences on the Internet, Spectrum, telecommunications, regulations, TVWS, VoIP and Bridging the Digital Divide. I am now an ICT consultant through my company, William Stucke Associates, consulting on Internet, telecoms, wireless communications, spectrum management, regulation, TVWS, project management, cost modelling, network design and sales strategy development. I am interested in opportunities to work as a consultant and trainer, researcher and technical editor, and am also available as a conference speaker.I play an active role in many industry organisations and was instrumental in the creation of ISOC-ZA, the South African Chapter of the Internet Society; AfrISPA, the African Association of ISP Associations; and NameSpace-ZA, the predecessor of zaDNA, and have chaired both ISOC-ZA and AfrISPA.I spent five years as a Councillor with the Independent Communications Authority of South Africa (ICASA), influencing policy and legislation affecting the telecoms industry and the Internet. I also improved ICASA’s methods of working, instilled a sense of responsibility and accountability, and trained the staff to increase skills levels.A serial entrepreneur, I have founded and managed three small ISPs and understand all technical issues relating to the Internet. In my spare time I teach computing to schoolchildren twice a week.Prior to that, I automated two underground diamond mines and contributed significantly to De Beers’ biggest research project, the Fully Automated SortHouse.

We built an online questionnaire in English, French, Portuguese and Arabic to facilitate this.     The Independent Communications Authority of South Africa (ICASA) has the responsibility of regulating the telecommunications, broadcasting and postal sectors in RSA. It's governed primarily by the ECA (Electronic Communications Act, 2005), which obliges the Authority to draft a huge volume of new Regulations. Councillors are selected by Parliament and appointed by the Minister of Communications for a four year term on a full time basis. They are effectively the Board of Executive Directors of the Authority. My term expired on the 30th November 2014.

After ~5 years of no significant progress before I became involved, the Transparency Directive has been agreed and implemented.Collected data and built a Cost Model for Roaming Termination Rates. The incremental cost was remarkably small - 2.6% to 5%.Agreed a way forward, including glide paths, to reduce Voice, Data and SMS rates towards "Roam Like At Home" rates at the last meetings that I chaired in October 2014.

Responsibilities included overall accountability for AfrISPA's actions and liaison with funders, Regulators, Governments and other interested parties. The Chair, and other Board members, represented AfrISPA at various international conferences all over Africa and elsewhere. We trained ISPs, regulators, business and government representatives in a number of countries around Africa on BGP Routing for IXPs, on how and why to set up an Internet Exchange Point (IXP) and how to form an industry association. AfrISPA, under my Board’s direction, helped to increase the number of operating IXPs in Africa from 5 to 22, in 20 countries, with a similar increase in the number of ISPAs and conducted a Regulatory Review of over twenty African countries.
