William W. Palmer lives in Sacramento and is an attorney practicing throughout the State of California. His practice includes complex federal and state litigation and transactional work. He has appeared in cases up through and including the Supreme Court of the United States.Mr. Palmer has written laws and treaties. He drafted the Holocaust insurance reparations laws and treaties and was personally thanked by the Prime Minister of Israel and the Governor of California. Mr. Palmer has an extensive background in insurance law and served as the General Counsel on insurance and later as the Chief of Staff for the California Department of Insurance. Mr. Palmer has also handled the vast majority of the published cases in the State of California addressing the issue of Unclaimed Property, which included obtaining a federal injunction that closed the California Controller's Unclaimed Property Division, and forced the rewrite of the Unclaimed Property Law. Mr. Palmer has appeared in many media and print publications, including ABC's Good Morning America Show, NPR's "All Things Considered," England's "Sir Trevor McDonald Show," and many other programs. Bill has worked on the restructuring of companies and has significant business transactional experience. He has also worked pro bono (at his cost) on important Civil and Human Rights issues, including representing families who lost sons in Iraq to challenge policies of the United States Secretary of State. Mr. Palmer worked at the request of the federal government in Iraq during 2006.
