William Zee is Chair of the firm’s Education Law group offering extensive experience representing public and private schools, intermediate units and institutions of higher education. He serves as general counsel, solicitor, and special counsel in a variety of matters, representing clients in an advisory capacity, in administrative proceedings and in matters that resort to litigation. Drawing on practical experience in the classroom as a former public school teacher and university administrator, he helps school clients effectively and efficiently navigate complex legal issues. William is highly respected for his expertise in the area of student services and special education. William was named a Rising Star by Pennsylvania Super Lawyer magazine in 2015 for the 6th straight year (School & Education category), as well as a 2015 "Select Lawyer" in Susquehanna Style magazine.William has developed a strong reputation as an effective advocate and trusted advisor with a thorough understanding of the unique challenges facing educational institutions, including issues arising under the Pennsylvania Public School Code, the Individuals with Disabilities Education Act (IDEA), Section 504 of the Rehabilitation Act of 1973 (Section 504), and the Americans with Disabilities Act (ADA). He also provides legal support to public school clients in labor and employment matters, including the negotiation of collective bargaining agreements with professional and support staff unions.William provides proactive and ongoing training and support related to developments in education law and the creation and effective implementation of necessary policies and procedures. He is regularly invited to provide expert commentary on student service and disability related legal issues for interest groups and national publications, and frequently presents on a variety of legal topics for clients, professional associations and community organizations
