For over 23 years he has been exclusively involved in projects for the Federal Bureau of Prisons, and various Department of Defense Agencies with a primary focus on US Army Corps of Engineers, NAVFAC, and National Guard projects. Since 2009 he has been actively involved in work with the Department of Defense Education Activity (DoDEA) supporting their world-wide design initiatives in 21st Century educational facilities for dependents of US Military service men and women. He has served as either designer of record, project manager, or design quality control manager for LS3P federal projects since 1998. In addition to over 35 years total experience in conventional project delivery through the design-bid-build process, Mr. Murphy’s experience includes participation in planning and design charrettes, development of DoD standardization packages, development of 1391 funding documents, development of request for proposal documents for design-build solicitations, and successful participation as a design team leader on numerous large DoD Design-Build projects. Mr. Murphy has a clear working knowledge of SCIF design, accessibility standards, anti-terrorism / force protection UFC, LEED and Green Globes sustainable design objectives, and quality assurance procedures. He serves as LS3P principal-in-charge of Indefinite Delivery (IDC/IDIQ) contracts with various Federal agencies and on stand- alone or MATOC, SATOC, MACC contracts with Design-Build Contractors.
