As the Deputy General Counsel at the North Carolina Department of Public Safety (NC DPS), I have over 12 years of experience in providing legal counsel and guidance for the Division of Emergency Management and other public safety entities. I have a Juris Doctor degree from North Carolina Central University School of Law and a law license from the North Carolina State Bar.My core competencies include emergency management law and procedures, government agency rules and regulations, state constitutional law, public records and open meetings law, criminal law and procedure, ethics and lobbying law, and general public policy. I lead a team of attorneys in the Office of General Counsel, serve as a rulemaking coordinator for the Department, and act as a legal liaison between the Department and the Governor's office for emergency management response and recovery. I also chair the Legal Counsel Committee at the National Emergency Management Association (NEMA), where I share best practices, provide legal support and training, and assist other committees and work groups on emergency management and homeland security legal issues.
