My project portfolio encompassed diverse initiatives, from compliance audits and technical assistance to stakeholder engagement and interoperability communications programs.At undisclosed U.S. banking entities, I provided technical support for compliance audits, serving as a file remediation consultant, staff trainer, and recognized expert on FEMA NFIP.I collaborated closely with FEMA on crafting their internal H1N1 Plan, specifically leading the Reporting Annex. Adapting to the evolving project direction due to daily changes in the H1N1 virus and public responses was a key part of this partnership.My support extended to State terrorism prevention and response hubs (Fusion Centers) nationwide, aiding in crafting charters, implementing Federal directives, and sharing best practices from the US Department of Homeland Security and US Department of Justice.Additionally, I played a pivotal role in setting up a Regional Coordination Program for the recently established Office of Emergency Communications, providing expertise in regionalization matters.I contributed as a merit reviewer for BTOP Sustainable Broadband Adoption grant applications at the National Telecommunications and Information Administration (NTIA) within the US Department of Commerce.Leveraging my prior experience as a FEMA Cooperating Technical Partner grantee and President of a non-profit organization, I offered assessments and guidance to the Department of Commerce on applications from various entities.Furthermore, I acted as a senior project reviewer for the Public Safety Interoperable Communications Grant Program, evaluating its effectiveness and suggesting improvements.I organized team-wide workshops that generated 17 measures to refine program processes and project outcomes based on collective input.

At AMEC Earth & Environmental, I held the position of Technical Director and Lead Project Manager, overseeing the Map Modernization / Risk MAP services in the Western U.S. I led a team comprising engineers and GIS professionals, efficiently completing mapping assignments for various Cooperating Technical Partners. My role also involved providing senior-level guidance and steering the Hazard Mitigation Service Market within our company.I strategized and implemented an Engineering and GIS program specifically tailored for our Denver and Western U.S. offices, aligning it seamlessly with our operations in the Eastern U.S.One of my key achievements was spearheading talent recruitment and fostering staff development initiatives to bolster retention. This resulted in significant program growth, expanding our team from inception to eight members and generating over $14M in revenue.

As a Planner for the HCFCD (Houston, TX), Will provided project management and team leadership for over $40M in public projects and programs. Responsibilities included internal and external communication plan development and delivery; Federal Government liaising; and program development and management.
