Will Snell is Chief Executive of the Fairness Foundation. He is a non-profit entrepreneur with experience across a range of sectors, both in the UK and overseas, who is now focused on UK public policy related to inequality.After founding an educational charity at university, he spent several years on the UK government’s civil service fast stream programme at the Department of Health and then the Department for International Development, working on a range of issues including emergency planning, counter-terrorism and Iraq reconstruction, before leaving to set up a skills mentoring programme for entrepreneurs in Kenya. He then worked in senior roles for a global health NGO and a global tax reform think tank before setting up Tax Justice UK in 2017.After a stint as interim Chief Operating Officer at Global Witness, a human rights and climate NGO, Will set up the Fairness Foundation in collaboration with Julian Richer in 2021, becoming its founding Chief Executive. At the Fairness Foundation, Will leads a small team, and works with a broad range of partners and experts, to persuade politicians to treat inequality in the UK as a policy priority, making the moral, political and policy arguments for action to tackle inequality in all its forms.Will was elected as a Fellow of the Academy of Social Sciences in October 2023.

In my first posting I wrote a detailed cost-benefit analysis of using the national identity card scheme in the National Health Service, wrote and published the Department of Health's internal policy-making guidance, and helped to set up and run the 2005 General Election Unit to guide all DH and NHS staff and brief new Health Ministers. In my second posting I worked on emergency planning and resilience in the NHS; I was promoted to Grade 7 (Section Head) after only 15 months on the Fast Stream programme. Here I led a team of three people providing health policy and operational input to the UK Counter-Terrorism Strategy. During this period I co-ordinated the design, dissemination and analysis of the 2006 NHS National Capabilities Survey, wrote a key strategy document on business continuity in the NHS, and identified and drove forward priority action areas on NHS counter-terrorism protective security. I also co-ordinated the DH operational response with other agencies at COBRA after the 2005 London bombings.

Graduate InternCharities Advisory Trust Jul 2001 - Dec 2003GbAfter graduation I was selected for this highly competitive paid internship programme, providing a grounding in the UK voluntary sector. Among other activities I researched trading activity by UK charities, and wrote and published a 230-page book on charity trading, and I set up, managed and implemented a month-long residential training course in India for 20 UK graduates. After this I led a team of 11 young volunteers in preparing and running a week-long international youth conference in South Wales, involving 230 people from 35 countries.
