(Since 1989) Willy Wilkinson, MPH is an award-winning writer and public health consultant who has worked extensively with community health organizations, educational institutions, businesses, and other entities to increase access for marginalized populations, with an emphasis on lesbian, gay, bisexual, transgender, and queer (LGBTQ) populations. Willy provides customized LGBTQ and trans-specific cultural competency trainings throughout California and beyond, and helps organizations more effectively meet the needs of underserved populations through educational materials, organizational development, and needs assessments. Over the past three decades, Willy has worked on a number of public health research projects and community programs serving the LGBTQ community in the Bay Area, and has provided consultation services for hundreds of organizations and institutions nationwide. I was the lead consultant on the Community Alliance for Culturally and Linguistically Appropriate Services (CLAS) Project, a statewide cultural competency program aimed at improving public health services and educational institutions for diverse populations. I helped develop the organizational assessment that organizations throughout California used to assess their cultural competency with regards to ethnic/racial, LGBTQ and disability populations. I provided LGBTQ and trans-specific training, developed curriculum materials and evaluation tools, conducted strategic planning, created action plans, and provided other consultation services under this and other statewide TA contracts.

California Statewide

In my work with Center for Applied Research Solutions (CARS), I have conducted hundreds of LGBTQ and trans-specific cultural competency trainings for county health departments, community health organizations, and educational institutions through the CLAS Project, Community Prevention Initiative, and Student Mental Health Program. In addition to cultural competency training, I provide technical assistance on intake forms, SO/GI data collection, policies, and other systems issues. I developed and monitored evaluation tools for ONTRACK’s statewide Community Alliance for Culturally and Linguistically Appropriate Services (CLAS) Project. See ONTRACK below.

Washington, Dc

I developed curricula in multiple formats and provided live and online LGBTQ training nationwide for navigators and counselors enrolling consumers in health insurance plans under the Affordable Care Act. My work contributed to increasing access to health insurance for thousands of LGBTQ Americans nationwide.

San Francisco Bay Area

In partnership with ONTRACK’s Community Alliance for Culturally and Linguistically Appropriate Services (CLAS) Project, I worked on organizational assessment tools, recruited and facilitated a transgender focus group on substance abuse services, and provided LGBTQ and trans-specific cultural competency training and technical assistance for numerous organizations statewide. I helped organizations develop policies and procedures for creating a welcoming and non-discriminatory environment for marginalized populations, with an emphasis on LGBTQ populations.LGBT-TRISTAR closed shop in October 2012.

I have been employed as a consultant on and off over the years, conducting needs assessments and evaluations for a number of APIWC programs, including substance abuse, women's, queer youth, and transgender. Since APIWC and its predecessors began in the late 1980's, I have worked as staff member, board member, consultant, and volunteer. As the first Asian Community Health Outreach Worker (CHOW) providing street-based HIV prevention case management in San Francisco in the late 1980s, I was the first provider to access women working in massage parlors. I also worked extensively with A&PI substance users and street sex workers. I started the substance abuse and women's programs at what was then Asian AIDS Project in the late 1980s. I was also one of the early board members of Gay Asian Pacific Alliance Community HIV Project, which later merged with Asian AIDS Project to become A&PI Wellness Center.

I launched the Health Care Access Project in early 2004. I educated transgender community members on their rights in health care settings, facilitated workshops on patient advocacy strategies, wrote publications on key transgender health issues, trained health providers at hospitals and community-based settings, spoke at legislative hearings, and worked for comprehensive transgender health care access.
