A dynamic and engaging speaker who is recognized widely for his expertise in transgender issues, Willy has provided training and consultation services for hundreds of community health organizations, businesses, educational institutions, criminal justice institutions, arts organizations, and other entities on how to provide equal access for LGBTQ populations. Willy assists organizations and companies with training, speaking, workshop facilitation, curriculum and materials development, research, needs assessment, evaluation, sexual orientation/gender identity (SO/GI) data collection, systems development, policy development, employee team building, action planning, strategic planning, and risk management. Willy was the lead consultant at the California statewide Community Alliance for Culturally and Linguistically Appropriate Services. During the Obama Administration, he provided LGBTQ training nationwide for navigators conducting enrollment for health insurance under the Affordable Care Act, a project of Out2Enroll and Center for American Progress, in partnership with the White House and the U. S. Department of Health and Human Services. I have been employed as a consultant on and off over the years, conducting needs assessments and evaluations for a number of APIWC programs, including substance abuse, women's, queer youth, and transgender. Since APIWC and its predecessors began in the late 1980's, I have worked as staff member, board member, consultant, and volunteer. As the first Asian Community Health Outreach Worker (CHOW) providing street-based HIV prevention case management in San Francisco in the late 1980s, I was the first provider to access women working in massage parlors. I also worked extensively with A&PI substance users and street sex workers. I started the substance abuse and women's programs at what was then Asian AIDS Project in the late 1980s. I was also one of the early board members of Gay Asian Pacific Alliance Community HIV Project, which later merged with Asian AIDS Project to become A&PI Wellness Center.

I launched the Health Care Access Project in early 2004. I educated transgender community members on their rights in health care settings, facilitated workshops on patient advocacy strategies, wrote publications on key transgender health issues, trained health providers at hospitals and community-based settings, spoke at legislative hearings, and worked for comprehensive transgender health care access.
