SCHIO.org, a community based 501(c)(3) nonprofit, is one of the nine founding QHIOs, who in 2023 were responsible for standing up the California Data Exchange Framework (DxF). Two decades prior, in 2006, the predecessor entity of SCHIO, operating at that time as the IT department of a local physician IPA, and known as "Santa Cruz RHIO," was a founding member of the NHIN Collaborative that created the original "NwHIN" interoperability gateway. A few years later the gateway was renamed the eHealth Exchange, which has now grown up to be the network of networks at the heart of clinical data interoperability in the USA. What a long strange trip it has been!

Wrote grant proposals for small rural health care enterprises, and used the grants to fund development of health informatics solutions grounded in site level user workflow requirements. Built and operated Redwood MedNet (2005-2020), a real time clinical data supply chain service. Always looking for ways to leverage and extend the open source software intellectual property commons to scale down interoperability so it is within reach of non-enterprise, resource constrained health care sites. Now working part time as a remote Project Manager contractor on clinical data interoperability tasks for SCHIO.org. Not interested in full time work, it would interfere with the time I spend in my vegetable garden, lol.

In an external tactical consulting role, help small rural medical practices to adopt appropriate levels of health information technology as indicated by internal workflow needs, and not by software or hardware sales pitches (e.g., move from dialup to broadband, from dedicated to network printers, and from careless to security conscious system management postures.)As an internal strategic planner, position the organization to participate as a cutting edge pilot site for rural health information technology solutions.

Wrote and edited internal procedural and Help Desk content for IT Department. Overhauled IT Department web sites on corporate intranet, migrating and consolidating all content to a single site with new CSS and navigation standards. Wrote FAQs for IS Help Desk.

Managed Information Services department, wrote job descriptions, hired System Administrators and Desktop Technicians. Supervised technology planning and daily operations for desktop, server, voice, and data systems, including 40 seat call center and corporate WAN with LANs in seven locations in California and Oregon. Project Manager responsible for moving Call Center and Data Center to new facilities, and for voice / data installations at new retail stores. Lead SQL author for all departments. Created sales budgeting and forecasting methodology and maintained data tables for Marketing. $400,000 annual department budget. Windows 95/98, MacOS, NetWare, AIX, FreeBSD environment. Supervised staff of four: two System Administrators, two Help Desk technicians. Line position reporting to CEO, CFO or COO.
