Developed and distributed the standards and designed an inspection schedule to ensure compliance. Result: Raised the living conditions within the base and passed the government inspection and audit. -
Material Control Manager - Rifle, Colorado.Washington Group International Feb 2008 - Sep 2009Rifle, Colorado.Natural Gas project for ExxonMobil in Rifle, Colorado. Managed all procurement and materials operations for a $250 million oil and gas pipeline project.• Improved payroll tracking and accuracy. URS had one very large subcontract with a pipeline construction company who employed some 1200 workers on this project. Our client Exxon had noticed some of these workers coming in late and/or leaving early and suspected that they were being charged for a full shift worked. Initiated a process where each worker was assigned a number on a brass badge. Each shift the worker would pick up the badge at the beginning of the shift and return it at end. Result: Over the 18 month contract the cost savings was estimated to be over $4.5 million. -

Sep 2006 - Feb 2008Kosovo/BosniaManaged 35 procurement personnel in 6 European countries for a multibillion dollar US Army contract, supporting troops in Kosovo, Bosnia, Hungary, Romania, and Macedonia,• Led KBR’s effort to expedite the closing of the US Army’s “Eagle Base” in Bosnia. The contract called for all purchase orders and subcontracts to be completed and closed out within 120 days. Developed and implemented change management plans and strategies to support compliance to objectives. Result: Approximately 700 purchase orders an over 120 subcontracts were expedited to completion in only 90 days. By completing the objective 30 days early we were able to save the government more than $200,000. -
Senior Buyer / Procurement ManagerHalliburton Oct 2003 - Aug 2006Kuwait / IraqRestore Iraqi Oil (RIO & RIO 2) Projects / LOGCAP IIIResponsible for purchasing materials, equipment, supplies and services for the mammoth $2.4B project to restore the oil fields in southern Iraq. This role required the use of initiative and good judgment as well as a degree of technical knowledge to produce inquiries, evaluate bids, review Terms and Conditions of Purchasing and issue purchase orders for capital and complex equipment.• Instrumental in Halliburton’s procurement effort to restore oil production in Southern Iraq for the U.S. Army Corps of Engineers. The contract called for restoring all infrastructure associated with the oil fields in southern Iraq to pre-war conditions. This required the complex purchase of multiple GE LM2500 gas turbines for electrical power production and all associated electrical infrastructure. All purchased in accordance with prescribed purchasing regulations and procedures.• Mission included humanitarian assistance. RIO provided emergency supplies of gasoline, LPG and other petroleum products to distribution points operated by the Iraqi Ministry of Oil for use by the Iraqi people. Result: Exceeding project goals, the Iraqi Ministry of Oil and RIO, working together, brought crude production from zero to over 2 million barrels per day. -

Apr 2001 - Oct 2003Ocean Springs, MississippiSupervised 45 employees and managed the daily operations of a precision CNC surgical implement manufacturing facility.• Developed and implemented a comprehensive quality assurance program to improve quality; reduce scrap and waste; and foster the new business development effort. Result: Within three months the facility was ISO 9000 compliant, with up-to-date measuring equipment. We saw a 15% reduction in rejected parts and achieved a 50% increase in new customers. • Improved the manufacturing process of a very complicated cervical implant. The existing process required 16 separate machining steps to complete. Controlling the very tight tolerances of all 16 steps was costly and time consuming. Recommended the purchase of an 8-axis CNC machine. Result: After the initial setup, the parts could be produced in half the time, with a 50% reduction in parts rejects. The machine paid for itself in the first 18 months.
