Support to implementation of a €5.5m grant funding scheme for Local Authorities projects; design and implementation of capacity building programme for community organisations, local authorities and Ministry on community participation, project management and monitoring, to improve service delivery and reduce poverty in rural and semi-urban areas. Working with NAO (National Authorising Officer) in fast-tracking programme implementation. Supervision of programme financial management. Closely involved in the Mid-Term and Final Evaluation. Evaluation of Economic Opportunity Interventions in the three major metropolitan areas of South Africa. The study focused on Small, Medium and Micro Enterprises (SMME) and Private Sector Support initiatives, types of interventions preferred by public and private sector and civil society, which work and which don’t work, and the reasons for the (lack of) success. Provided strategic and policy advice on the same to relevant government institutions and research centres.

Formulation of a Local Economic Development (LED/SMME/Private Sector) Policy for the Province of KwaZulu-Natal. Part of a team of six experts responsible for reporting on international and local LED Policy best-practices, workshopping with local government and drafting a provincial LED Policy. I focussed on provincial LED strategy analysis, LED Principles and Tools, and design of a Monitoring and Evaluation framework for the LED programme.

Mid-Term Review of EU – SADC Regional Integration Capacity Building Programme. Responsible for evaluation of part of the Capacity Building programme, with particular emphasis on the Logical Framework and EDF Programme Cycle Management (PCM) issues. Part of a team of three international consultants; reporting to team leader.

Kzn, South Africa

Institutional Audit and Evaluation for the LED programme in KwaZulu Natal. EU/EDF funded. The team was responsible for audit, evaluation and selection of proposed host organisations to house the Area Offices of the KZN LED Programme, design of an M&E system and actual evaluation of the institutional capacity constraints on Local Economic Development in local and district municipalities and the development of a strategy to address the constraints identified during the programme. I was responsible for analysis and reporting on one of the four learning areas. Part of a team of six consultants; reporting to team leader.

Polokwane, Limpopo, South Africa

Management of the Interim Programme Management Unit for the LED programme in Limpopo. Limpopo LED Programme focussed on SMME and Private Sector Support, and is the first of the three provincial LED programmes in South Africa, funded by the EU/EDF. Responsible for implementing a six months interim workplan for the Limpopo LED Programme, funded by the EC. The total programme is €34m, the interim workplan €0.5m. Activities included programme management and project manage-ment. Additional activities: design of a comprehensive M&E system, including strong community participatory monitoring component, and intensive support and training to three Interim PMU staff. Reported to EC and Programme Manager in Provincial Dep’t .

The Cato Manor Development Project was a large (€50m) successful integrated urban dev project in Durban South Africa, considered a best practice in South Africa and abroad (UN Habitat Best Practice 2002). Co-funded by the European Commission.Main responsibilities: - As EU TA/Programme Economist: monitor the administration and procedures as to implementation of the EU funded CMDP (€25m); intensive communication with ECD in Pretoria; writing progress reports and Workplans for EU funded projects using LFA). - As Manager LED: initiating and coordinating the development and implementation of an innovative comprehensive pro-poor LED programme (€7m), LED policy development, development of SMEs, strengthening of public sector, project management, socio-economic impact assessment, monitoring/evaluation. LED Team comprised of 15 staff members. Preparation of an integrated regional development strategy for Northern Poland to prepare support from the World Bank to the process of access of Northern Poland region to the EU. Responsible for the design of a socio-economic development strategy in Northern Poland, including analysis of the economic structure, strengthening of regional co-operation, improvement of performance of local and regional authorities and SME, dissemination of best-practice LED. Providing strategic advice (direct and through training workshops) on regional development and participatory planning to the regional and central government ministries. This World Bank project aimed at conducting a feasibility study of several industrial estates on the borders of Israel and the Palestine Areas (Gaza Strip, West Bank) including an analysis of the market demand of local, national and foreign investors.
