(1) Advocacy and Liaising TasksFocal person for advocacy with Division Level officials for AHRN Sagaing projects and associated reports and permissionsand any other related issues.INGOs • Focal person for receiving/arranging different donor visits and occasional visit from UNs and INGO WFP • Compile monthly and quarterly WFP reports of all Sagaing DivisionGovernment • Responsible for the representation of AHRN in different Governmental Departments.(2) Extra Project Coordination Tasks (Sagaing Project)• Responsible for Sagaing Division Level advocacy events,• Responsible for Sagaing centralized reporting to all stakeholders for all Sagaing projects• Participate in quarterly program meetings in Yangon• Responsible for leading the project Baseline Assessments for Sagaing for new project expansions (3) Project management Tasks (Kalay )Project Site Operations Level Advocacy Tasks • Advocacy with local level officials (MoH, DoH, CCDAC, NATALA, ….) for project site operations associated permits and any other related issues; Budgetary Control & Administrative Management Tasks •Assessment and planning of whole program expenditure in relation to allocated budget in order to make decisions for further project management;Project Management Tasks • Overall management, coordination and leadership for different teams and units.• Monitor the project activities through monthly analyzing of the program related M&E data from the field, frequent visits to the field.• Lead the management and staff meetings and provide suggestions /explain policy matters;• Meetings with different units heads on local level for all issues to ensure smooth operations;Human Resources Management• Responsible for overall Human Resource Management.Media related tasks• Give inputs in producing IEC materials.Reporting Tasks • Responsible for regular reporting to CMT and NPM both orally and written reportsResponsible for regular reporting to local Government authorities

Project Site Operations Level Advocacy Tasks• Represent, liaise, create networks, coordinate and advocate with different stakeholders like partner (I)NGOs, local NGOs, government departments, drug users and the community at village level/village level tracts in Hpakant project site operations;• Advocacy with local level officials (MoH, DoH, CCDAC, NATALA and etc ….) for project site operations associated permits (i.e. Training, visits, expansion of activities, INGOs regulations and etc.) and any other related issues;Budgetary Control & Administrative Management Tasks• Assessment and planning of whole program expenditure in relation to allocated budget in order to make decisions for further project management;Program Management Tasks• Responsible for overall management, coordination and leadership for different teams and units at AHRN DIC/OPO in Hpakant in all aspects;• Monitoring of project activities through monthly analyzing of the program related M&E data from the field, frequent visits to the field and assisting the project team as necessary;• Leading the management and staff meetings and provide suggestions.Medical Interventions Tasks• Responsible for all matters related to AHRN medical interventions (i.e. primary health care, symptomatic drug treatment using harm reduction techniques, and other associated issues …);• Ensuring that AHRN and its ongoing project activities are effectively marketed to drug users in project area and participation of users in intervention design and ongoing project site operations.• Identifying medical training needs of Medical team.• Developing a mutually agreed network of referrals for general and specialist health care facilities.• Providing training to project team members on medical topics (first aid, CPR, overdose etc.)Media related tasks• Translate, edit or revise the IEC materials into local language in order have easy access by targeted communities.Human Resources Management

• To provide appropriate clinical care to PHA patients, including diagnosis of OI’s and IRS, ARV treatment and management of drug side effects. • Where relevant to provide appropriate clinical care to TB, STI and/or MCH patients. • To determine when a patient should start ARV treatment and prepare the patient. • To prepare pre-ART baseline investigations and to ensure all requirements are fulfilled for ART treatment• For TB patients, to ensure proper TB counselling/health education has been given, and provide appropriate care according to guidelines.• For STI patients, to ensure priority for the target groups and to establish a good relation with them.• To perform home care visits when and where necessaryClinic Management• Supervise daily activities in the Clinics that include adherence use of MSF guidelines and protocols, patients’ registration, management and treatment; giving feedback and guiding all staff. • To monitor rational use and drug management according to current MSF protocols.• To follow up in providing appropriate clinical care to all PHA patients, including diagnosis and treatment of OI’s and IRS, ARV treatment and management of drug side effects and providing appropriate clinical care to TB, STI and MCH, malaria patients and general PHC.
