The APAC Regional Environmental Director will provide regional leadership and apply subject matter knowledge of Environmental regulatory compliance, pollution prevention and sustainability. In addition to general environmental compliance, the position will act as the regional regulatory manager and be an active participant on the Global Environmental Leadership Teams. This position will lead regional environmental center of excellence providing expert availability on environmental programs and issues (e.g. air, water and waste).Responsibilities include: Regional content development and improvement in the key environmental programs; CEHS processes and programs implementation; qualitative and quantitative risk analysis; regional regulatory emerging issue management; and compliance measures and performance; data collection and analytics systems; compliance verification (including assessments, reviews and audits); and environmental communication and training.

• Responsible for providing guidance and direction for the planning, implementation and operation of the organization’s EHSS management system at Site.• Collaborates closely with Site Management and Dow Corning Corporation EHSS Functions• Manage EHSS at the site based on legal and Dow Corning Corporation requirements• Organize to set up and maintain site EHSS standard and procedures• Models and promotes an organizational culture that fosters safety practices through effective leadership.• Acts as an information conduit to bring safety issues to the attention of management and to deliver safety information to the organization’s staff, contractors and stakeholders.• Ensure that site/MEGO priorities/goals are aligned with corporate and business priorities• Continuous improvement of the hazard identification and safety risk assessment schemes and the organization’s EHSS mgt. system•Authorities Management: act as EHSS representative and ensure proactive and positive relationship with authorities. • Support the organization to achieve full compliance with legal, local- and DC safety, security and environmental requirements across the entire site (MEGO and non MEGO areas)

Responsibility: • Environmental governance oversight of Asia region sites including manufacturing, offices and warehouses including: Assurance that all manufacturing sites have a fully developed and functioning environmental management system; Assurance of compliance with permits and oversight of interactions with regulators; Assurance that all environmental impacts and risks have been properly identified and adequate controls are in place to manage them.• Assure implementation and conformance with Corporate Standards, and other requirements of the OEMS: Communicating new and revised standards to sites and providing guidance on application and implementation; Track implementation progress and assure completion.• Provide professional environmental support to Asia region sites: Train new professionals in Dow Corning requirements and systems; Ensure that environmental operations continue during periods of short staffing at sites; and Consult with sites to solve problems, improve systems and procedures and develop knowledge base of site environmental professionals.• Participate in Corporate Environmental activities and projects: Waste management vendor audit process; Development of new standards; Environmental Tech Centre activities and Other projects and activities as needed.

Responsibility:• Implement Corporate Environmental management objective and Policy, to build up annual environmental management objective and action plan and achieve the continuous improvement; Manage and coordinate the corrective/preventive actions in EMS system.• Negotiate and coordinate with external vendors (incl. Water supply, Waste water treatment, Solid waste disposal, Environmental consulting, etc), and do availability evaluation and ESH assessment.• Establish and implement EMS on MUSC site, and reach EM goals based on ISO9001, IS014001 and OHSAS18001.• Organize Environmental Impact Assessment and Final Acceptance of new investments.• Register and apply for Safety Production License, Dangerous Chemicals, Discharge Permission, etc.• To build up and liaise closely with local related authorities.• Do training and technical support for Business Units (plants)on MUSC site to drive EMS compliance in China, incl. Present plants and new construction sites.• Provide ESH technical support to regional sites, organize and participate the regional internal ESH audit.(Sep. 2008 - Jun. 2009 Evonik Lychem (Dalian) Pharmacy Co. Title: Deputy Site EHSS manager)• Support site EHSS manager to improve EHSS management system according to corporate requirement;• Work closely with site EHSS team and develop them to meet standard requirements of EHSS staffs in multi-national corporate.• Identify site significant environmental aspects & impacts and conduct environmental self-compliance assessment.• Provide technical supports to improve site Environmental performances;• Lead key environmental project to ensure no major environmental compliance issue on site, e.g. odors project and Due Diligence project, etc

Take charge and participate in the prophase business negotiation and technical support of Environmental Project.Be responsible for project management, engineering control, and business negotiation with sub-contractors.Be responsible for technical consulting and support of water investment project (BOT, TOT, etc) Be responsible for technical management of Environmental Impact Assessment.

Responsibility:Mostly responsible for project management, project designing, and use the experiences built up as site engineer to design the process drawing and the detail in wastewater treatment engineering; To preside one environmental engineering as the project manager; etc.
