• Execute business development activities whilst identify potential leads and clients;• Strategize company portfolio, review bid specifications, conduct tender evaluation with relevant departments. Establish meticulous master schedule, maintain work breakdown structure, implementation plan, contingency plan, & risk assessment in both technical & project budget control; • Implements project specific schedule, project controls procedures and systems, specific training and kick-off workshops for the project team and / or contractor in multifarious disciplines. Thereupon, continuously explore value-added solution and/or improvements to the benefit of the Project;• Steer all company projects to assure they are safely & professionally delivered while completing all contract responsibilities in a timely & cost-effective manner (e.g. reduced 45% manpower and saved HK$4 million against previous overhaul record; reduced 10% turnover rate through tailor-made incentive and performance metric - KPI);• Strategize all policies and implementation holistic administration, HR, and contract & commercial activities, safety health, and environmental performance, quality control, document control, procurement, and value chain activities that integrates supply chain with company strategies.

• Administer and control project budget, review and analyse overall performance, and lead all company projects;• Responsible for the holistic contracting process; which includes but not limited to versatile types of construction contracts - lump sum, bulk quantity, provision of labour, open-book, cost plus, incentive, and percentage of construction contracts among relevant variations and claims.• Strategize all policies and ensure its implementation on general administration, safety health, and environmental performance, quality control, document control, procurement, and value chain that integrates supply chain with company strategies. • Manage holistic secretarial & administrative process; which includes but not limited to preside over events, meetings, and conferences; manage schedules & meetings/travels, draft English & Chinese correspondences & heterogeneous reports, provide extensive executive and secretary supportive to director and other relevant stakeholders.• Shepherd Human Resource department activities. (I.e. Recruitment, talent acquisition and retention, payroll, MPF, benefit plans, compensation, negotiation, insurance, and labour disputes). Address labor cases issues such as the settlement of injury compensation in accordance with the HKSAR Labor Department;• Develop and execute HR strategies to attract, recruit, and retain hundreds of employment through effective employee incentive plans or tailor-make performance scheme matrix that lowered previously high turnover rate by 10%.

• Collaborated among the multicultural environments from different departments of the landowner CLPP, the landowner representatives Stone & Webster (U.S.), our main contractor KDEP (PRC), and other subcontractors within the over 2000 workers green field site;• Managed and controlled project budget and administered project sum of over multi-million HKD;• Conducted commercial and contract negotiations throughout all phases with the project's stakeholders and successfully attained additional variation orders worth 30% of contract value;• Oversaw the site office from inception including facilitated a new site office, equipped with workshops and warehouses, strategised all HR, document control, procurement & logistic, inventory & warehouse policies and ensured its implementation, scheduled and monitored the suppliers and contractors to routine operations;• Despite the site was handed over to PPEL 6 months delayed from client’s original programme, our team successfully mobilised 150 competent staffs within 1 month and subsequently to 250 staffs to accelerate the E & I&C programme from 12 months to 6 months in order to retrieve the delayed schedule back to client’s initial 1st phase milestone;• Successfully achieved all phases of client’s tight scheduled milestone with no accident safety record through prudent management practices;• Recognised by numerous appreciation emails, references, business referrals, and awarded continuous contracts.

• Managed over 40 staff members, planned & organized their daily operations of daily routine work with special orders varying between 1000 to 3000 and set target goals for individual and teams.• Oversaw and controlled project budget and estimated the schedule and cost of the project of about 24 million HKD.• Built company policy and individual performance scheme matrix system to monitor individual and team performance. Based on the performance scheme matrix system, tailor made relative training, coaching, consulting and development sessions, workshops, circles, and programs for continual improvement.
