Consultant/ Expert: Team member for the formulation of the WMO Capacity Development Strategy (CDS) Res 49 (Cg-XVI) WMO 16th Congress in June 2011, to inform both the WMO Strategic and Operating Plans (2012-2015) on proposed investments and ensure long-term capacity is retained in developing and least developed countries for adaptation. 2. Consultant/ Knowledge Management: Developed case studies that illustrated key capacity development strategies and activities that ensured the sustainability of investments in programmatic priority areas: Implementation of the Global Framework for Climate Services (GFCS), Disaster Risk Reduction, QMS in Aviation, and the implementation of the WMO Integrated Global Observing System (WIGOS) for future integration to the Global Observing System of Systems (GEOSS). Contractor, National Oceanic & Atmospheric Administration (NOAA), National Weather Service, International Activities Office, Maryland, USA & Teculan Inc. 04/98 – 05/04Obtained external funding from USAID/OFDA and strengthened the capacity of climate monitoring institutions in Africa to anticipate climate extremes and reduce vulnerability of economic sectors in African countries and facilitated adaptation. 1. Contributed to the development of the IGAD, Climate Prediction and Applications Center (ICPAC) proposal and secured funding executed by the World Meteorological Organization and NOAA and facilitated adaptation in IGAD and SADC. 2. Contributed to the development of the RANET program proposal and secured funding for the African Center of Meteorological Applications for Development, Niger and enabled the use of climate information by local communities. 3. Contributed to the implemented the Africa Upper Air Data Rescue pilot project to save climate data from deterioration IMPACT: Increased disaster preparedness and food security planning in countries for adaptation to the impacts of climate change in Africa.

Program Development: Senior Meteorologist, Kenya Meteorological Service, Nairobi, Kenya. 01/93 –12/97Designed, implemented and developed the national Public Weather Services Program in Kenya, and engaged the private sector (media and agricultural sector organizations) in partnerships in reducing climate risk in development sectors.Provided program management for the national Public Weather Services Program in Kenya and increased the visibility of climate services and highlighted the role of meteorological services in national economies for increased operational budgets. IMPACT: Enhanced level of climate adaptation through the use of climate information in economic sector decision-making and achieved significant program replication in the Africa region.
