Lead the coordination, development, and implementation of the plans required under Section 312 of The Foundations for Evidence-based Policymaking Act of 2018 (also referred to as the Evidence Act) - Learning Agenda (evidence-building plan); Annual Evaluation Plan; and Capacity Assessment.

Provided technical support to USAID Missions in the design and implementation of impact and performance evaluations of United States foreign assistance programs.

Provided technical assistance to USAID Africa Bureau to maximize the use of M&E resources and function as a learning organization by; (a) systematizing information on USAID investments and their impact; (b) relating these to health trends; and (c) organizing discussions to interpret findings and draw conclusions for priority-setting and program design.

Provided direct technical assistance in HIV/AIDS program monitoring and evaluation, to USAID Global Health Bureau, and country Missions in Africa, Asia, and Eastern Europe in the development of monitoring and evaluation plans for programs supported by PEPFAR, and the Global Fund to Fight AIDS Tuberculosis and Malaria.

Developed and implemented monitoring and evaluation systems to build capacity, track program progress and performance, and manage reproductive health, and HIV/AIDS project activities implemented through field offices in over 10 countries in Africa, Asia, Middle East, and Latin America and the Caribbean.

Provided leadership in all phases of socio-economic research activities including design and management; literature review; database development; survey design (mail, telephone, face-to-face); writing statistical computer programs; statistical analysis using SPSS or SAS; qualitative data gathering and analysis (focus groups, ethnography, PLA); report writing; research proposal development and writing; and dissemination of research findings.
