Subject Matter Expert (SME) for Air Force Environmental Programs on an Advisory and Assistance Services (A&AS) contract. Advise and provide expert guidance to the GSA Project Manager and Contract Manager on environmental related issues and, where appropriate, to AFCEC engineers and scientists. Write, develop, and evaluate Statements of Work and Independent Government Estimates (IGE) for AF Environmental Programs from AF Fence to Fence (F2F) projects to individual services. Activities include providing technical expertise (evaluating technical approach, regulatory compliance, historical solutions, feasibility, etc.), execution development (is the scope what is really required) and cost builds (does the cost match the approved funding) and tracking of AF environmental projects (where is the acquisition and how is it performing) valued at over $500M. AF projects supported include but are not limited to: Environmental, Safety, and Occupational Health Compliance Assessment and Management Program (ESOHCAMP), air quality, cultural resources, hazardous material management, hazardous waste management, natural resources, pollution prevention, long-term operations and maintenance, long-term monitoring, pesticide management, petroleum, oil, and lubricants (POL) management, solid waste management, storage tank management, polychlorinated biphenyls (PCBs), asbestos, radon, lead-based paint and other lead-containing materials, waste water and storm water annual permitting, drinking water surveillance, ordnance removal and disposal, range operations and maintenance, demolition, system optimization (in accordance with AFCEC guidance), precision leak testing, environmental baseline surveys (EBSs), environmental impact analysis process, air traffic and airspace analysis, and noise management.

Optimize, consult, manage, oversee, run, supply and administer projects in the fields of energy, environment, safety, and occupational health (EESOH); Chemical, Biological Radiological and Nuclear (CBRN); Emergency Management; and Construction Management. Primary focus is providing complete technical and practical solutions through effective problem framing; systematic planning and engineering. (Getting to the other side!)

Program Manager for Air Force Civil Engineer Center for Architect Engineering for Environmental Services (AE13ES) contract. Provide single point of entry for USAF work into ZAPATA. Provide liaison between with government contracting and ZAPATA senior staff and contracting. Leverage AF contracting policies and procedures to maximize ZAPATA success. Provide expertise in Construction Management; Energy, Environment, Safety and Occupational Health (EESOH) and Military Munitions Response Program (MMRP) topics especially as it relates to USAF policies and procedures. Expertly communicate and coordinate ZAPATA USAF EESOH program to team members, clients, regulatory agencies, other partner agencies, community and other officials, and/or interest groups. Conduct ISO 14000 audits and Environmental, Safety and Occupational Health Compliance Assessment and Management Program (ESOHCAMP) audits. Develop policy, guidance, plans and procedures relating to environmental compliance, cultural or natural resources programs for the company. Coordinate and implement financial and budget execution activities to include obligations, expenditures, and shortfalls for the assigned programs across the entire ZAPATA AF program. Reviews new mission programs, infrastructure upgrades, and new facilities projects for EESOH opportunities. Prepare bids including technical and cost approach. Attend USAF regional and national meetings concerning future work. Attend Society of American Military Engineers (SAME) meetings and regional and national symposium. Attend pre-bid and pre-contract award meetings. Ensures all EESOH records are maintained IAW Federal and Air Force requirements. Manage AF projects including development and adherence to cost accounting and schedule.
