Accountable for: - developing and managing the ministry’s strategic plan and governance processes, as well as maturing project and change management functions to better marry strategy and delivery and ensure that deliverables and timelines are met - social impact evaluation and program review processes to inform executive-level investment decisions and to ensure client-centred service delivery - strategic policy coordination and collaboration across human service ministries for initiatives such as the Mental Health and Addictions Action Plan and Community Safety and Well-being - intergovernmental relations, including the FPT Ministers Responsible for Social Services Forum and preparing for the Provincial co-chair role (2019-2021)- information and records management, access-to-information and privacy, and developing and executing data-sharing agreements in support of the Social Innovation Hub initiative to share data across Human Services ministries- building a new Enterprise Analytics & Business Intelligence unit and practice, including developing a data governance strategy, performance measures to support outcomes-based budgeting, and execution of a strategic research agenda- social finance policy and toolkit development and program R&D prototypes, such as Sweet Dreams, Canada’s first social impact bond- leadership and management for the Enterprise Projects & Information Technology branch, including ongoing IT operations and maintenance as well as strategic enterprise projects, such as planning and procurement for the platform that supports Income Assistance programs, and developing a new IT Strategic Plan and investment roadmap and Digital Strategy to align client need and user experience to strategic policy processes and IT investments (from Sept 2016-May 2018)#strategicmanagement #planning #delivery #projectmanagement #changemanagement #socinn #socent #impinv #socialimpact #bigdata #analytics #evaluation #socialfinance #digital #design

Led the development and implementation of a new executive education and training program for senior leaders in the public service (i.e., EDs, ADMs), which involved collaborating with learners to align program design to user needs, and working closely with training partners to prototype course offerings.

Led a team accountable for outcomes from close to $90M in program funding for adult basic education, skills training, apprenticeship, and the Provincial Training Allowance. Facilitated organizational and program change management, such as administration of the GED grade 12 equivalency exam from paper-based to computer-based in Saskatchewan's post-secondary institutions. Maintained positive and productive stakeholder relationships with regional colleges and technical institutes like the Saskatchewan Institute of Applied Science and Technology (SIAST), the Saskatchewan Indian Institute of Technologies (SIIT), and the Gabriel Dumont Institute (GDI).

Budget development for the ministries of Agriculture, Energy and Resources, Labour Relations and Workplace Safety, and Economy, as well as Innovation Saskatchewan and the Global Transportation Hub.

Conducted risk assessments for major Transport Canada infrastructure and P3 projects, including the Asia-Pacific Gateway, the Montreal Champlain Bridge, and the Detroit River International Crossing (DRIC). Business plan and financial oversight of Via Rail Canada and port and bridge authorities.

The Accelerated Economist Training Program (now called the Advanced Policy Analyst Program) recruited between 10 and 14 graduate students from across Canada to work for two years in the Government of Canada's central agencies (Finance, Treasury Board Secretariat, and Privy Council Office).Finance Canada files: Development of a national securities regulator; financial risk management through Canadian Public Accountability Board (CPAB)TBS files: Agriculture and Agrifood Canada, including program response to mad cow disease; Canadian Food Inspection Agency (CFIA); Farm Credit Canada (FCC); Natural Resources Canada, including oversight for Atomic Energy of Canada Limited (AECL)PCO files: Heritage Canada; Sport Canada (including 2010 Olympics Secretariat and trying my best to sound knowledgable briefing the Prime Minister on hockey-related files); Status of Women Canada

HQ support for the Prime Minister's Sudan Task Force (Robert Fowler, Mobina Jaffer, Romeo Dallaire). Represented Canada in negotiations with the African Union and the European Union to deploy retired RCMP as security trainers in Darfur.

Managed a $25M student employment program. Provided strategic planning and change management support to the Deputy Minister as she set up the new provincial department of Culture, Youth and Recreation.

Summer student. Prototype "garage greeter". Answered phones and questions. Opened mail and filed paper. Piqued an abnormal interest in insurance and risk management.
