Was responsible for company licensing and permitting activities at active mining operations and future development projects. Position was accountable management of Safety Health & Environment (SH&E) Management System including the health and safety of the workforce and compliance with all company SH&E policies and regulatory requirements and obligations.• Directed company SH&E program including incident reporting, accident investigations (root cause analysis), training and development of corrective action plans. The company program management resulted in four consecutive years of continual reduction of recordable incident rates.• Worked with Uranium One Inc., corporate audit program team to conduct and implement site audits in US and assist with audits in Australia and Kazakhstan, implemented corrective action/improvement plans.• Successfully developed, negotiated and secured Nuclear Regulatory Commission (NRC) and State of Wyoming licenses and permits for In-situ uranium recovery (ISR) operations which included the first new ISR license issued by the NRC in over 30 years.• Selected, negotiated contract terms and directed work activities for multiple independent contractors in support of licensing and permitting applications in a wide range of resource disciplines. • Responsible to the development, approval and management of budgets for company health, safety and environmental programs in excess of two million dollars annually.• Served as primary contact and liaison with all federal, state, tribal and county governmental agencies.

Successfully developed, implemented programs, trained employees, and received ISO 14001:2004 certification for the EH&S management system six months ahead of schedule. Served on committees in a leadership role in implementing management system programs.• Primary role with company was to obtain ISO 14001:2004 certification within 24 months of hire date; certification was secured six months ahead of schedule.• Worked with site management and front line supervisors in the successful development of training programs for site compliance obligations, reporting requirements/notifications and company EHS Management System requisites.• Received training and performed multiple root cause analysis investigations utilizing Tap Root®. • Developed and implemented Hazards awareness training template and table top emergency response training template, provided training to site work force and management• Worked with federal and state regulatory agencies in acquiring needed permitting and licensing actions for continued ISR operations.

Facilitated the development and acquisition of all permits and approvals necessary to operate a 1500 Ton/Day gold mine and milling operation.• Developed necessary mine related plans, programs and permit applications to secure approvals for construction and operation of a surface gold mine.• Directed multiple consulting contracts to acquire necessary baseline field information in support of permitting activities.• Delivered numerous technical presentations to federal and state agencies and local civic organizations.• Managed a $450,000 mine reclamation project resulting in the release of a surety of $1,500,000 one year ahead of schedule and under budget.

Sula Honduras, Central America

Was hired for a two month contract then retained full time. Primary focus was the development of basic health and safety programs as government standards were well below US standards. Programs developed concentrated on worker safety, EH&S program development, employee training and site compliance audits/inspections.• Conducted multiple site audits (Safety, Health & Environment) and risk assessments identifying areas of non-compliance and worker safety concerns. Provided audit reports and corrective action plans to management.• Developed safety awareness training programs and trained employees.• Worked with site supervisors in developing worker awareness training for hazerdous materials and hazardous working environments.• Secured needed safety supplies (O2, respirators, safety glasses etc..) and emergency response equipment, provided training to workers on how and when to use.
