Peter Witts is a Certified Public Accountant with over fifteen years of Government Contract Accounting experience. His background includes tenure with the Defense Contract Audit Agency (DCAA), Northeastern Regional Office, until leaving in September 2000 to found his own public accounting firm. While with the DCAA, Peter was involved in a wide variety of audit related activities for large aerospace contractors as well as small business contractors in the Northeastern region of the DCAA. Mr. Witts has designed and implemented government contract accounting systems, prepared incurred cost submissions, developed forward pricing rates, conducted NIH A-133 Program Audits and supported several DCAA audits for clients.

Technical Program Manager (GM-13) March 1998-September 2000, Lowell, MA. Technical program manager for the following audit areas within the Northeastern Region (MA, NH, ME, RI, NY, MI, CT & Europe): Cost Accounting Standards, Financial Capability, Health Care Financing Administration Audits, Parametric Estimating, Compensation audits, and Direct Billing Initiatives.• In July 1999, a member of an audit team completing a highly visible audit of a Michigan anthrax vaccine producer’s extraordinary financial relief of contract terms claim. The Undersecretary of Defense and the Director of the Defense Contract Audit Agency commended the audit team on the high quality of the audit in a week’s turnaround time. • Led a Northeastern Regional team in the development of new Cost Accounting Standards audit programs for compliance with CAS 410 and 420.• Developed a three-day training seminar for Northeastern Region auditors in the audit of contractor’s financial capability. The training seminar focused on the Agency’s current guidance on financial capability and audit techniques to conduct ratio analysis, financial statement analysis, and the audit of cash flows.• Conducted presentation on the Cumulative Allowable Cost Worksheets and the new procedures for the closeout of contracts to DCAA auditors and government contractors.• The Northeastern Region focal point for the development of new business from the Health Care Financing Administration. Responsible for the oversight of the completion of the Peer Review Organization (PRO) audits, review of draft reports, and monthly coordination reports with HCFA administrative contracting officers.

Trainee to Senior Auditor (GS-7 – GS-12) June 1989-March 1998. Senior Auditor at the following locations within the Northeastern Region: Raytheon Missile Systems Division, Tewksbury, MA, Raytheon Corporate Office, Lexington, MA and the Boston Branch Office, Boston, MA.•Lead auditor on several complex audits including the annual incurred cost audit of a $250 million government contractor location, • Lead auditor for estimating system reviews, Cost Accounting Standards compliance audits, suspected irregular conduct audits, and Tri-Services Health Care cost audits. • In December 1993-June 1994, participated in the Agency’s guest instructor program at the Defense Contract Audit Institute in Memphis, TN. • In January 1991, selected as a nominee for Auditor Trainee of the Year. • Received performance awards in September 1993, September 1994, August 1995, September 1997, and a quality step increase in August 1996.
