We are currently working with Medicare Shared Savings Plans moving from Track to Track and moving ACOs to Medicare Advantage plans through collaboration and startup using joint ventures with existing management service organizations or creating new startup health plans owned by providers..Formed as a division of DeMarco and Associates in 2001 and incorporated in 2004 as a separate entity the company tool sets are derived from 30 plus years of health care delivery system management and consulting. Technology partners further incorporated profiling and clinical guideline development. We have now integrated this with our employer services model to encourage employees to use high performance networks. Employers are learning about the advantages of direct contracting and forming employer driven physician panels to improve care outcomes

This Association of medical groups and IPAs functioned as the largest LLC in Wisconsin with over 5000 physicians represented by our members. Recently we re emerged as an alliance of physicians and employers working together to develop collaborative solutions to cost and quality issues on a community by community basis.Pendulum manages the alliance and offers support to projects involving performance based contracting, regulatory reporting and reimbursement planning and modeling. We are also adding MSO functions to all practices to buy cooperatively. Services have included websites, reinsurance, capitation analysis and legal services on organizational issues and governance.

As president of an independent health care consulting firm Bill is the principal executive accountable for the companies growth and management.Over the last 20 years Bill has assisted hospitals, physicians, employers and health plans in developing new products and strategies for growth and expansion. He is best known for the design and development of provider sponsored health plans and is often called upon by both providers and employers to develop a local strategy to improve care quality while lowering premium and out of pocket costs for employers and consumers.Since 2009 DeMarco has worked with government and NGOs outside the United States and continues to expand the capabilities of the firm through systems infrastructure and coordinated care projects for medical groups and hospitals as part of their countries reform movement.

Responsible for the research, design, development and implementation of a fully licensed HMO plan owned by Rockford Clinic Ltd. Assisted in obtaining several million dollars in grants and loans from the federal government to match clinics loans to the newly formed not for profit health plan. Clinicare became the largest insurance company of its kind in Northern Illinois with a triple A rating and 100,000 members. Clinic and therefore the health plan were sold to Rockford Memorial Hospital. The hospital subsequently sold the plan to PersonalCare, a subsidiary of Coventry Health Plans. Coventry , which specializes in provider sponsored health plans was eventually sold to Aetna . The Hospital has since been absorbed by Mercy health, a Janesville Wisconsin health system.
