As part of new senior leadership in agency with significant budgetary and staffing challenges, led restructuring and realignment, refocusing 62-person agency, with an additional 40 temporary COVID-response staff, to new structure adding 3 additional positions and reducing temporary staff to 10, while building Program, Housing, and Coordinated Access divisions to focus on core housing outcomes.Agency leader for government relations, Equity Coordinator, and emergency management activities.Rebuilt Program Compliance and Fiscal departments, making key leadership hires, including establishing Director of Programs to better serve clients and meet HUD and internal standards while increasing housing outcomes.Directly managed Program Compliance, Housing Opportunities for Persons With AIDS (HOPWA), and Fiscal departments temporarily (25 direct reports). Directly supervised Emergency Services, Homeless Outreach, Program Compliance, Contracting, Human Resources and Programs (6 direct reports).Contributed to planning and budgeting for an agency receiving $68.6M funding - $12.8M from City of Baltimore, $49.6M from the federal government, and $6.1M from state and other grants to fund over 50 service providers in emergency shelter, outreach, short-term and permanent supportive housing, enrolling 2,000 persons in homeless prevention services; 7,000 street outreach contacts; 2,000 persons in temporary or emergency housing per night across 9 emergency shelters; and 5,000 individuals in permanent housing.Contributed to securing over $90M in ARPA funding for homeless services, including the purchase and relocation of clients to two permanent emergency shelter locations, a flexible fund for homelessness and shelter diversion to keep households housed; increased staffing and landlord identification to move more households to permanent housing solutions.

Led strategic plan development and implementation for public housing authority with over 620 employees, serving over 23,000 families. Implemented agency organizational assessment, reorganization, compensation and classification, and department realignment. Led government relations, preparing and delivering testimony to City Council and point of contact for the Mayor’s office and city agencies. Cultivated partnerships with organizations to enhance agency visibility and effectiveness. Agency representative on City of Baltimore inter-agency workgroups (Equity/Violence Prevention).Key Accomplishments:• Delivered $105M TIF legislation through Board of Finance, Planning Commission, City Council and public hearings to bolster $1B, 240 acre, large-scale mixed-income housing redevelopment.• Represent the Agency and CEO at national conferences, local advocacy groups, with state and local government partners, legislators, community organizations, and nonprofits. • Coordinated COVID food response delivering over 300K pounds of food and 2-4K meals/week to low-income residents to 20 public housing sites and 18 senior and non-elderly disabled high-rise buildings.• Led emergency operations, including on-site response to water outage at Poe Homes, Emergency Preparedness and response Planning and Continuity of Operations planning.• Led recruitment and hiring for executive and senior staff at the Executive and Senior Vice President levels (COO, CAO, CFO, SVPs and VPs for housing operations, private management, planning & development)

The Survey Research Manager ensures the smooth operation of survey and field interview projects to complete them accurately, on-time, and within budget. Interview, train, and supervise the telephone survey supervisors(4), interviewers(50), and field research staff(15).
