MANAGING DIRECTOR, TT Aquatic Agricultural Foundation in Thailand; managed a private 2 Million (M) baht excavation and construction project on 6 rai of land (2.37 acres) in Thailand; bi-annually on site facilitating & overseeing multiple projects while providing economic development for local businesses in the community. Drafted, negotiated, awarded, and implemented contracts for the following list of projects: 1) construction of the Head Quarters (HQ) with a detached storage facility, 2) the enclosure of a 413 meter fence, 3) the installation of three steel gates, 4) the construction of a culvert with a three valve control system for farm pond three, 5) the installation of security steel for all windows and doors that access the HQ, 6) erosion control and civil engineering layout for three large farm ponds to include spillway design and pond access, 7) the HQ roof expansion project, and 8) the installation of all information technology systems for the HQ communications. Per owner request; developing plans for new projects including a water well, aquaponics design, and landscape development. VA - concurrently opened and managed a procurement branch in the Eastern Kingdom of Saudi Arabia (KSA) in support of the Procurement Subcontracts Division (PSD) in Riyadh, KSA for Northrop Grumman Corp; hired, trained, and supervised three personnel in the compliant acquisition of goods and services to support the Directorate of Training for the Saudi Arabian National Guard Modernization Program. This project became fully functional & operationally independent within 90 days.ACHIEVEMENTS: 1) Completed the construction of the Foundation HQs in Thailand at a cost savings of 220,000 baht. 2) Completed all Foundation projects in Thailand within schedule and at a cost savings of nearly 300K baht. 3) Successfully opened a new procurement & subcontracts branch in the KSA within the 90 day schedule for Northrop Gruman's Technical Services Division.

A one year contract/commitment in a war zone to manage contract policies, procedures, methods of operating practices, and functional performance standards to facilitate effective contract operations in compliance with program objectives and requirements; managed the administration of contracts for the South Region; HUB Walton which included ten sites in Southern Afghanistan. A key leader, handpicked to manage the Southern Afghanistan Task Order (TO) 0004 Matrix which detailed up to 90 services for each site across the Area of Operations (AOR). Responsible for the status of all sites (approximately 60) in southern Afghanistan as they pertained to funding per service and whether or not they were contractually turned on for the services. Effectively managed a billion dollar plus contract through transition, full performance, Option Year 1 (OY1) and OY2 The contractual Subject Matter Expert (SME) for the TO whom provided factual based responses to Program Management, Directors, Functional Area Managers (FAMs) and other stakeholders as it pertained to the contractual funding of every service for every site included within the scope of the TO. Reviewed and processed thousands of Letters of Technical Directions (LOTDs) and hundreds of Change Orders (COs) including Project Planning Requests (PPRs), Project Planning Estimates (PPEs), and Project Planning Schedules (PPS) for comparative analysis against approximately eighty modifications issued to the TO base contract.ACHIEVEMENTS: 1) Was handpicked from a group of 30 coworkers to manage the funding analysis of a billion dollar contract while concurrently managing the best HUB of 7 HUBs in the South AOR 2) Initiated and drove the process through to completion; the removal & replacement of 8 waste water septic tanks on Spin Boldak; the project was completed 2 months ahead of schedule with a cost savings of $88K US dollars for the customer to de-obligate and reallocate the funds to other competing projects.

A one year contract/commitment in a war zone to manage contract policies, procedures, methods of operating practices, and functional performance standards to facilitate effective contract operations in compliance with program objectives and requirements; managed the administration of contracts for the SW Region including the largest Forward Operating Base (FOB) in Southern Afghanistan, Camp Leatherneck. A key leader, responsible for the contractual administration of all services including: restaurants or Dining Facilities (DFACs), MWRs, Fire Fighting departments, Billeting, O&M, MHE, Facilities Management, Power Generation, Water Production, E&C, and Shuttle Bus Services for a population in excess of 15,000 personnel. Participated in the development of bid strategies and coordinated efforts to produce winning proposals which were compliant with company policy, FAR, DFARs, and contractual requirements; evaluated conformance of policies, practices, and standards to meet business objectives for a multi-billion dollar contract. Ensured cost proposals were prepared In Accordance With (IAW) company policies and procedures and were compliant with applicable government regulations. Participated in the development of bid strategies; negotiated and developed agreements with partners, subcontractors and stakeholders. Oversaw departmental budget and monitored actual performance against budget throughout the year. Analyzed unique contractual and business requirements and assessed areas of risk. Held a supervisory USG 1102 series Contracts Manager position rated as a GS-13 equivalent; a contracting officer, “. . . authorized representative of the contracting officer acting within the limits of their authority as delegated by the contracting officer (FAR 2.101)” a professional representative of the corporation which was awarded the Logistics Civil Augmentation program (LOGCAP IV); a US government federal prime contract for Southern Afghanistan.

Primary duties entailed direct support to the U.S. Air Force’s, 55th Contracting Squadron at Offutt AFB that served as business advisers to the local wing commander; a GS-12 equivalent contractor with a six month contract, a contracting officer, “. . . authorized representative of the contracting officer acting within the limits of their authority as delegated by the contracting officer (FAR 2.101)”. Ensured all applicable FAR, DFARS, Department of Defense (DoD), and Air Force policies were appropriately adhered to, including but not limited to, ensuring Economy Act guidance was followed, certification of Performance Work Statements (PWS) for contracts, analysis of non-DoD contract vehicles, analysis of fees charged, and other applicable reviews. Duties included planning procurement actions, conducting market research, preparing awards for execution by the contracting officer, administering contracts, providing assistance to the contracting officer when negotiating contract modifications, and performing close-outs. Administrative Contracting Officer (ACO) for construction contracts; executed post-award contract performance management actions IAW FAR Part 42. Tracked contractor performance for compliance with terms and conditions of assigned contracts, issued cure/show-cause notices IAW FAR Part 49 when contractor(s) were not in compliance with contract documents while ensuring timely submission of technical progress reports and performance metrics. Monitored and processed material approval submittals, prepared contract modifications IAW FAR Part 43, conducted site visits and labor checks for construction contracts IAW base policy and applicable regulations. Briefed the Procuring Contracting Officer (PCO) on potential issues arising under contracts, updated locally established status sheets, forms, and logs; reviewed completed contract files to determine that all documents were signed, no litigation was pending, and contracts were complete.

Contingency contracting; position matrix authorized a $50K warrant; conducted strategic contract planning, prepared awards, administered subcontracts, and closed them out; cradle to grave procurement actions. Completed post-award administration for four northern Iraq DFACs; the food services subcontracts had a cumulative committed fund value that exceeded $25.9M. Responsible for the administration, mobilization, Base Life Support (BLS) functions, health & welfare of 950+ 1st tier subcontractors in a war zone all the way through to their demobilization. Completed post-award administration of a highly visible large construction project; a $15M DFAC with the capacity for producing 6,000 meals per day. Responsible for the administration, mobilization, BLS functions, health & welfare of 500+ 1st & 2nd tier subcontractors. The 1st meal served date was executed on schedule by crashing the critical path tasks to meet the estimated schedule; July 30th, 2007 at Kirkuk, Iraq. Completed post-award administration of a $16M construction phase & retrofitting of a fire damaged DFAC and warehouse services subcontract that had a capacity of producing 7,000 meals per day. First meal served date was executed on schedule by fast-tracking critical path tasks; March 1st, 2007 at Al Asad, Iraq, B Sites.ACHIEVEMENTS 1) Facilitated through tactful administration; the removal of all subcontracts from an Unauthorized Procurement Action (UPA) status with negotiated COs that brought in for the client a cost savings in excess of $1.2M US dollars. 2) Processed 27 invoices valued at $8.7M with 17 of those invoices being back dated invoices over a year old with a cumulative value in excess of $5.5M. 3) Drafted all incrementally funded COs in excess of $11.9M to bring the site current for its TO funding period with completion of all CO packages including ratification documents which detailed the reasons for justification of valid procurement actions.

Customer service at the highest level to make great deals without profit loss; influenced the consumer on affordable transportation choices consistent with family objectives within budgetary constraints. Negotiated and executed the contracts for the purchases of new and pre-owned vehicles; performed an average of 8 sales per month with a 100% score on the Customer Satisfaction Index (CSI).

MP schools and administration for the DoD, U.S. Army agency; responsible for the operational support and administration of 1,500 students, both officer and enlisted in attendance at 18 MP courses; provided weekly recommendations for improvements resultant from outputs with all areas of operations for input adjustment to the functional planning objectives; accountable for $250K worth of equipment which resulted in no loss; served as an administrator & security detail on staff for two COSCOM Commanding Generals.
