I am an attorney with intimate knowledge of the government regulatory process and significant experience litigating on behalf of and advising clients. At Cicero, I build state focused policy reforms in health care, regulations, and labor and also oversee the legal and compliance department. I most recently served at the United States Department of Labor where I had the privilege of leading the Office of the Assistant Secretary for Policy. In that role, I was part of the leadership team developing policies and writing rules to advance the Administration’s deregulatory agenda. During my tenure, we finalized a number of rules including: EBSA’s fiduciary, proxy voting, electronic disclosures, and financial factors in investment rules; WHD’s independent contractor, joint employer, overtime, paid leave, and USMCA labor value calculations rules; ETA’s Industry Recognized Apprenticeship Program, H1B, and trade adjustment assistance rules; OFCCP’s predetermination notice rule; as well as a rule on the proper use of guidance, among others. I previously spent nearly seven years as a complex commercial litigator at McGuireWoods, including significant experience developing and handling expert witnesses. I am licensed to practice law in both Louisiana and Virginia. Between law school at UVA and joining McGuireWoods, I was a law clerk to The Honorable Edith Brown Clement at the United States Court of Appeals for the 5th Circuit in New Orleans. After graduating with an Economics degree from Washington University in St. Louis I spent over two years working at the President's Council of Economic Advisers at the White House. While at the CEA, I focused on various policy areas including energy, environmental regulation, health care, taxation, and labor. I am the author of The Great Debate, a Handbook for Policy Debate & Public Forum Debate which offers training to junior high, high school, and college level debaters. I coach debate and provide speech and debate consulting services, including organizational decision making workshops, crisis communication workshops, and persuasive speaking workshops to students, teachers, academics, and businesses in the United States and around the globe.
