Dr. William Wainwright currently serves as the 15th President of Southeastern Louisiana University. Prior to this role, he served over 23 years in administration in various roles within the Louisiana Community and Technical College System. Dr. Wainwright returned to his permanent role as Chancellor of Northshore Technical Community College in July of 2019 after serving as Interim Chancellor of Delgado Community College in 2018-2019. Dr. Wainwright began his career in higher education as a faculty member and grant writer. He later served as Campus Dean, Dean of Workforce Development, and Regional Director within the Louisiana Community and Technical College System and Vice President of Business Services for the Safety Council. As Chief Executive Officer, I work collegially with the College Executive Cabinet, College Leadership Team, faculty and staff in overseeing and orchestrating the successful implementation of technical educational programs, on/off campus classes, business and industry/workforce development training, policies, procedures, budgets, student services programs, and ensure that the regional strategic plan is achieved through the college’s programs, services, and activities in alignment with LCTCS systemwide priorities and objectives. I work with community and civic leaders and elected officials to help bring resources to the region, to ensure our programs meet the short and long-term needs of area business and industry, and to forge area/community collaborations in order to provide regional services including university offerings, distance education, dual enrollment, adult literacy, and more. Driven by a strong desire to lead and serve within a progressive learning centered and market responsive college, expanded access to higher education and workforce training is fundamental as we build the future of our nation post pandemic and ensure global competitiveness of our graduates. As Chancellor of Northshore Technical Community College, I have benefited from being closest to the impact as our college has transformed local and regional economies through innovative curriculum design and a collective responsibility to advance student success. With over twenty-three years of experience in higher education, I have led key initiatives within our college and system of community and technical colleges to advance dynamic opportunities for students through a holistic college and career readiness platform.
Interim Chancellor
Delgado Community College, a comprehensive community college, offers programs through the Associate degree. The College provides a learning-centered environment through face-to-face and distance education to prepare students from diverse backgrounds to attain their educational, career, and personal goals, to think critically, to demonstrate leadership and to be productive and responsible citizens. Delgado Community College will celebrate 100 years of service to the New Orleans region in 2021. The oldest and largest community college in Louisiana, Delgado provides instruction online and at six locations. Fully accredited by the Southern Association of Colleges and Schools, Delgado offers students the most comprehensive array of education and training services available in the 10-parish New Orleans region. Additionally, Delgado has articulation agreements with most of the state’s four-year colleges and universities that allow students to smoothly transfer their Delgado credits to bachelor’s degree programs. As well as offering degrees and transferable college credits, Delgado provides diplomas and certificates in many professional and technical areas. Orchestrated the coordination of workforce development practices and procedures for seven campuses comprising LTC District II. Chaired the Workforce Development Council for the Louisiana Technical College, facilitating the development of consistent practices and procedures guiding the delivery of technical training, non-credit college-wide inventory, and professional development opportunities. Authored Louisiana Department of Labor Incumbent Worker Grants totaling $4 million for LTC District II. Authored LTC District II Rapid Response Plan in response to hurricane Katrina. Partnered with Toyota Motors Inc. to establish the first Toyota Technical Education Network training program in Louisiana. Provided technical assistance to campuses in LTC District II to foster business and industry relationships and workforce development initiatives. Conducted in-depth workforce development study for LTC District II which was published in the Community College Journal of Research and Practice. Chaired LTC District II Annual Professional Development Institute. Chaired the LTC District I, II, and II Leadership Development Academy and Internship program. Served as Public Affairs Director for LTC District II
Dean
Oversight and leadership of the Louisiana Technical College Hammond Area Campus consisting of a 50,000 square foot facility, 30 rofessional faculty and staff, and a budget of $1.2 million. Coordinated the development of technical training programs, Louisiana Department of Labor Incumbent Worker Grants, Carl Perkins Local Application Plans, Temporary Assistance for Needy Families (TANF) grants, and contracts with business and industry for customized training. Served as team leader for the development of an Enrollment Management Plan that received an Award of Excellence by Noel-Levitz. Led campus administration, faculty, and staff in the successful completion of a Council on Occupational Education visit. Initiated various dual enrollment partnerships with the Tangipahoa Parish School System. Increased campus enrollment steadily over six semesters. Initiated a campus beautification committee leading to notable change in the campus environment and community. Facilitated a successful campus Capital Outlay project. Served as member of the Hammond Chamber of Commerce and Board Member of the Tangipahoa Economic Development Foundation
