I serve as a program lead for Tacoma Power's Cushman Hydroelectric Project shoreline permitting program. My primary responsibility is implementation of Tacoma Power's Cushman shoreline management plan and policies to manage third-party uses of Tacoma's reservoir shorelines. My major duties include conducting shoreline use surveys, performing detailed review of applications, engineering plans and technical reports submitted for review, and permit processing; establishing permit conditions, negotiating resolutions to existing non-conforming uses, communicating with the public, applicants, contractors, engineers and regulatory agency representatives, issuing construction licenses and shoreline use permits in conjunction with Tacoma's Real Estate Specialists; monitoring compliance with license and permit terms and shoreline use policies, coordinating enforcement and cultural resource survey activities, and maintaining detailed records.

Twelve years of increasing responsibility managing all aspects of public land management as an Aquatics Land Manager (Natural Resource Specialist 2) with the Washington State Department of Natural Resources. As the point of contact for the public, responsible for planning and complete project management within the Pierce County management unit:• Negotiating, writing and compliance of real property agreements: leases, easements, right-of- entries, licenses and cooperative agreements, for projects occurring on state owned aquatic lands;• Working directly with the applicants, tenants, the public and stakeholders to scope and develop projects on public lands; • Both applying for and reviewing environmental permits (SEPA / JARPA);• Coordinating environmental assessments (sediment and vegetation sampling);• Reviewing and commenting on the work of consultants and surveyors;• Maintain digital and paper records;• Writing and preparing construction specifications and exhibits; • Administration and on-site compliance inspection of small works and public works contracts;• Development of public outreach and education materials;• Conducting internal and public presentations; • Managing grant and project budgets, processing payments;• Representing DNR at public meetings, on interagency committees, and internal work groups;• Record keeping, writing reports and executive summaries of proposed and completed projects.
