Ph.D Research (External Candidate)University Of Groningen May 2012 - Jan 2015Groningen, NetherlandsThe objective of international climate negotiations is to agree on reduction of greenhouse gas emissions. Well-known negotiation results are the 1992 UN Framework Convention on Climate Change (UNFCCC) and the 1997 Kyoto Protocol. A new climate agreement is scheduled for the UN Climate Conference of 2015 (Paris). This study has analysed climate negotiations since 1990. It explains how international climate negotiations are complicated by the following aspects:- Climate change is a global issues which requires a global solution.- Countries assess international agreements against domestic priorities and only join a climate coalition if the benefits are higher than the costs of joining.- Scientific knowledge of climate change has only gradually emerged during negotiations since the 1990s, so that climate targets have long been subject of negotiations. The study identifies three conditions that need to be fulfilled, at least, for successful climate negotiations:1. The agreement must reflect countries’ positions and address game-theoretical negotiation aspects.2. For that, the negotiation process must be flexible with multiple trajectories and several small steps.3. At crucial moments, decisive tactical manoeuvres need to be made and much can depend on, for example, personalities and negotiation atmosphere. For agreeing on a future international climate policy package, the study recommends a stronger negotiation focus on embedding low-emission and climate-resilience measures in countries’ longer term sustainable development priorities, and arranging international support for that. -
