Xiao Luo currently is the Finance Lead for Syngenta China Seeds Business, responsible for the end-to-end Seeds business, including Commercial, Production & Supply as well as R&D activities in China. The remit covers 2 WFOEs (wholly foreign owned enterprise), one JV, one production plant and several R&D sites

Xiao Luo was the Statutory Finance Head for Syngenta China during this period:• Took overall finance responsibility of 6 legal entities in China including statutory reporting, accounting, tax and compliance matters etc. • Represented Syngenta to key external stakeholders like tax authorities, audit firms and banks etc. Detailed responsibilities:• To ensure local statutory and tax books are complete and accurate on a real time basis and get submitted to appropriate authorities on time and according the valid standards. • To ensure governance model is working and related processes are fully compliant with group and local policies / regulations.• To ensure internal control framework is properly implemented in China.• To maintain good relationship with Chinese government, tax authorities, audit firms and banks etc. • To ensure healthy cashflow in China.• To facilitate Tax audits, external audits and internal audits etc. • As a member of Board of Director, took accountability and ownership for financial matters of the legal entities.

Xiao had been working for APAC R&D as Finance Business Partner for 3 years:> Managed yearly operation budget around 90MUSD and capital budgets about 10MUSD.> Took care of 5 territories, over 30 legal entities across APAC. > Was in Global R&D Finance Leadership team with effort on Global strategy and policy implementation in APAC.> As a member of APAC Finance Leadership team, was leading the regional Finance organization jointly with finance colleagues from commercial and other functions.Detailed responsibilities:> Mapped out proper ways of working within APAC R&D community to ensure high quality delivery of budget and transparent actual cost control based on both global guidelines and local practice.> Standardized R&D recharging process and other funding matters across APAC countries. > Supported the implementation of global R&D policies in APAC R&D.> Engaged in capital investment project decision-making as a key member of the APAC R&D capital management committee.> Validated R&D related indirect procurement savings.> Worked with accounting service team and other related colleagues together on compliance and risk management, including Letter of Assurance process and Enterprise Risk Management process etc.

Head of Finance and Site Operations of Syngenta Biotechnology ChinaAs a member of SBC Leadership Team, participated in developing & executing biotech R&D strategies for SBC. Took the overall responsibilities of Finance, Purchasing, Facility, HSE and G&A functions:> Set up and maintained financial and purchasing related policies and guidelines based on Group requirement and related laws.> Designed and improved internal control processes according to Group SOX requirements and local regulations to ensure compliance. > Supported and facilitated internal decision making by providing high-quality management report and financial analysis.> Gave guidance to Facility and HSE team to improve system continuously and better support the research activities. > Led budgeting, cost control and some other finance controlling tasks. > Managed capital investment projects: monitored status, calculated NPV, analyzed different alternatives etc. > Kept good relationships with internal and external stakeholders.
