Purchasing of real estate and facility management services.1. Project biddingMake RFQ/RFP documents, pre-qualification, RFQ/RFP, price analysis, make sourcing decision, business negotiations and contracting.2. Supplier pool Optimize the supplier pool to meet up-to-date needs. Lead the supplier performance evaluation, introduce new suppliers, phase out un-qualified vendors. Control the supplier risk, collect relevant information and share to end-users, make credit reports on target suppliers. Make sure a risk-free supplier list.3. ContractingManage the contracts, make sure the validity of contracts, renew or new sourcing program when contracts are near closing date.

All the indirect of Hangzhou plant is in my scope, including laboratory equipment (for R&D and QC lab), consumables and reagents, production machine, plant facilities, MRO, site services.1. Standard Operation Process for procurement Lead the team to set up the standard indirect purchasing process, including SOP, standard contract template, supplier management process, purchasing data base.  Promoting process-based procurement works through the company. Make sure the high efficiency and compliance purchasing.2. Daily requirementsDealing with daily request from customers, send RFQ and compare price, select the best offer, make sure on-time delivery of requested materials and services. Close the open requisition in SAP. 3. Annual contract For frequent materials, we prefer to sign frame contract to fix the best price on yearly basis. To hold technical clarifications between customer and suppliers, make TCO analysis, price negotiation strategy. By the frame contract, the daily operational work will be reduced. 4. Indirect team managementI’ve two interns at very beginning, and I brought them into regular purchasing workers by coaching and training, I’ve built good working atmosphere, improved the team spirit. Until today, we’re still friends.Achievements:1. Set up indirect purchasing SOP for the company.2. Materials covered by frame contract improved from 20% to 70%.3. Team building and people management experience.

Sourcing of Electrical and Instrumentation (including motor, pump, HV/LV switch cabinet, thermo equipment, valves, on-line instruments, analyzers, control system and etc).1. Category strategy Make Category Strategy with stakeholders on my materials.  The target of strategy is to improve the cost efficiency, reduce supply risk, upgrade supplier performance. It mainly including localization, sourcing from Low Cost Countries, utilizing new technologies, double sourcing, bounding purchasing.  Monthly review the strategy with management.2. New supplierOrganize cross-department team to go through the new supplier sourcing process, make requirement analysis, supplier selection, supplier site audit, make audit report.3. Supplier quality management Holding supplier evaluation meetings, make improve program on suppliers who get poor scores, eliminate un-qualified suppliers from supplier pool. In charge of handle NCR(Non-conformity Report), make root cause analysis, corrective action plan and preventive plan, make sure the same mistake will not happen again.  Collect financial report for some big suppliers, review the report with Finance expert to check any financial risk. Take actions for potential risk suppliers.4. Contract managementLead the contracting process, negotiation with suppliers, make sure the contracts are properly applied in purchasing.Achievements：1. The localization rate of two categories improved from 45% to 75%.2. Totally localized Pressure Swing Adsorption Oxygen machine, and introduced it to Chinese market.3. Single source reduced from 23% to less than 10%.4. Introduced more than 30 new suppliers.

Responsible for purchasing components from oversea suppliers.1. Placing orders according producing plan and signing the contracts.2. Arrange ex-works delivery, follow the transportation from supplier to warehouse in Changsha, including sea and air freight, make custom clearance papers, support the commodity inspection, make payments, in short: all the commercial and logistic works was in my scope.3. Create orders in SAP follow the purchase to pay process.
