*Oct 16, 2017- Feb 2020Tax administration expert-Chemonics international-Assist in identification, implementation and evaluation of administrative policies and procedures associated with the FIRST work plan objectives-Assist the Tax Administration Team Leader to identify, implement and evaluate Risk Management program, practices and procedures-Assist in designing methods to simplify business processes and procedures in tax registration, filing and payments-Design and implement taxpayer compliance strategy, and compliance strategy measurement framework to improve tax administration governance-Elaborate project life work plan and monitoring and evaluation plan including performance indicators.-Participate in e-tax initiatives including e-filing promotion, automatic and electronic notification procedures to non-filers, automatic data exchange system, increasing the number of e-filers complying on time, etc…-Work with MoF officials to deeply check the accuracy and reliability of taxpayer information and find the causes of duplicates and inactive taxpayers in the registry file of the ministry of finances-Support the tax administration to design a pilot experiment to put in place the targeted and issue verification (Methodology, Objectives, target population, location, monitoring and evaluation framework)-Work with MoF officials to design a risk-based tax refund process particularly for VAT according to the international best practices and review the suspension scheme-Work with MoF officials to review and improve the tax collection policy and the information system of the ministry of finance-Suggest modifications of the law on penalties to ensure that they are proportionate to the violation category and taxpayer behavior-Participate in the establishment of a pilot medium-sized taxpayer office in Great Tunis-Support FIRST efforts to assist DGI to communicate the proposed tax reform program

*The management of calls for proposals in order to select the best project proposals submitted by the civil society partners*Participating in the funding process of the best selected projects in different sectors including social cohesion and local governance*Facilitating the implementation of programmed activities *Monitoring and evaluation of the action plan implementation of all projects in different sector including public services, partnerships with local government, promotion of dialogue and conflicts resolution.*Developing performance indicators to monitior and evaluate projects implementation.*Participating in field missions of impact evaluation related to projects implemented by civil society partners and elaboration of the evaluation reports.*Analyzing the financial and technical reports of the civil society projects*Coaching the civil society partners about ‘how to succeed the implementation of the projects?’*Advising and accompaniment the civil society partners in the implementation of their projects*Ensuring effective monitoring of operational requirements and the financial and administrative issues related to grants*Anticipating the risks related to the activities and projects implemented by the national partners (civil society and others) and acting, according to the rules and procedures, in order to mitigate them*Alerting the project manager to any conflict of interest situation, fraud or malfeasance during the projects implementation*Elaborating reports about various activities related to grants including lectures and training workshops.*Providing support to civil society partners in order to elaborate their monitoring and evaluation processes*Helping civil society partners to mobilize goods and services, in good time, to carry out their activities*Assuring the planning and the Results-Based Management with the partners*Organizing workshops and seminars including technical presentations and logistics.

-Develop and strengthen monitoring, inspection and evaluation methodology and procedures related to public projects and programs including administrative and public sector reforms, investment, and infrastructure projects, etc... -Develop monitoring and impact indicators for the programs performance.-Set up operational arrangements for collecting, analyzing and reporting project data.-Prepare and maintain data base related to projects implementation.-Report periodically the progress of programs and projects implementation including financial status of all project components.-Undertake field visits to a sample of projects in the regions on a periodic basis to ensure compliance with operational procedures and assess progress.-General Secretary of national commission for price control and trade.-Monitoring and evaluation of all decisions and objectives fixed by the national committee for price control and domestic trade on weekly basis.*Participation in the formulation of economic/development policies and reforms in several economic sectors.
