Reform of Water Sector Phase II: Water Utility Support | O&M | Institutional Strengthening | District wide WASH Planning | Vocational Training• Led a team of 12 full-time employees and 40 short-term consultants in successfully building public & private partner capacity to improve urban and rural water service delivery as per national Vision 2030 despite Covid-19 pandemic.• Developed and implemented vocational education programmes for > 250 current and future water professionals in urban & rural areas of Zambia, incorporating the latest knowledge and best practices on water management and sanitation solutions.• Developed and implemented a pilot performance-based management contracts for the operation of >100 rural piped water schemes to protect freshwater ecosystems through collaborative leadership, data-driven narrative and financially viable arrangements.• Fostering partnerships and alliances of government agencies, private service operators, local authorities, and financial partners to prioritize and identify catalytic investments for participatory planning processes in 4 rural districts that included health, education and scaling up nutrition principles into account based on a comprehensive survey of existing WASH infrastructure. This included facilitation of proposal for decentralized sanitation solution by BORDA for one of the districts.• Developed new regulatory requirements for industrial wastewater management in Lusaka by securing the support and cooperation of industries (e.g. Zambian Breweries, Zambeef), Lusaka water utility and city council by strengthening the value proposition for protecting and restoring ecosystems.

I also developed a financial concept for a water utility's vocational training center that linked its financial resource requirements to performance improvements, as well as providing cross-cutting strategy execution of Mid-term Review of a utility's 5-year Capacity Development Plan.
