Organizational duties: Strategy outsourcing at minimum cost possible and Vendor partnership management and assessment for a sustainable cooperation Nurture potential vendors, optimize supply chain, identify cost saving opportunities Establish and improve Procurement Work Flow and Procedure covering bidding and award, expediting, Logistic, transportation etc. Associate IT to develop E-system (Bidding, Vendor management, Material Control) Project-level duties: Perform contract development activities, including bidder listing, preparing & issuing RFQ, proposal evaluation (cost&price analysis) and award recommendations for approval. Organize techinical exchange meetings,Technical Agreement sign-up, clarifications and negotiations regarding pricing and terms. Teamwork to dentify, analyze, and mitigate project and procurement risk Development and maintaining Procurement Plan (plan, forecast VS actual), key points schedule monitor, control and deviation correction on weekly or monthly basis.

Piping system design including equipment layout, P&ID, pipe support, pipe insulation and heat tracing, pipe branch/fitting and valves pattern selection and application Foundamental use of line list and piping class list Piping Stress Analysis modeling in CAESAR II,calculate input,identify simple conditions Review and comment on documentation by manufacturers (Technical proposals, specifications, procedures,drawings, calculation,etc.). Demonstrate cross functional work and support Civil/Structure/Equipment Disciplines (specifications,drawings,etc.) insuring implementation of established standards and Good engineering practice. Dispateched as engineer and real-time translator and further study of start-up procedure with client from CNNOC to Flexi-coking Plant in Rotterdam, Holland. Translated work on site and at various technical exchange meetings with licensor from ExxonMobil and client from CNNOC in Flexcoking Project.
