About Yuriy Dzhygyr

Yuriy Dzhygyr is an economist with more than 20 years of experience in assisting reforms in public financial management, social policy and fiscal decentralization in Ukraine, Western Balkans, Central Asia, East Asia and Pacific. Since the Revolution of Dignity in Ukraine Mr. Dzhygyr focused on supporting Ukraine’s government in the design and introduction of public finance reforms. He worked as a non-staff adviser to Ukraine’s Minister of Finance and Minister of Health, helping to strengthen public expenditure management and to design the country’s Healthcare Financing reform. During 2018-2020 he acted as Ukraine’s deputy Minister of Finance, covering public spending on human capital development programs.In earlier years, Mr. Dzhygyr led a series of technical assistance projects and worked as a consultant, advising governments across the world on developing and implementing budget reforms and promoting sound budgeting practices at national and sub-national levels. This included initiatives in decentralized expenditure management and social service funding reforms in Ukraine, Kosovo, and Kyrgyzstan; taxation reforms in Kazakhstan, Kyrgyzstan and Tajikistan; developing governance systems, including public financial management systems, for child protection in Indonesia, Philippines, Fiji, Kiribati, Vanuatu, and Solomon Islands. Mr. Dzhygyr was involved in a number of research initiatives for stronger governance and PFM in social sectors, including 2012-2013 World Bank research to develop measurable indicators of Governance in Healthcare, 2013-2014 UNICEF research to develop measurable governance indicators for child protection systems, and UNICEF research to develop child care reform agenda in ENP countries (Ukraine, Belarus, Moldova, Georgia, and Armenia).He holds an MA degree in Economics from Maxwell School of Syracuse University, Syracuse (NY), USA and a double BA in Economics and Political Science from the University of “Kyiv-Mohyla Academy”, Kyiv, Ukraine.
