Since 2006 Yves D’Eer is the emergency coordinator of the Municipality of Beveren, which comprises eight towns in the North of Belgium, Europe. He has a master’s degree in communication sciences and a postgraduate degree in disaster management. He took several courses to refine his knowledge, like Preparedness and Response for nuclear and radiological emergencies at SCK•CEN Academy. The municipality of Beveren has 50.000 inhabitants in an area of 152.68 km² (58.95 sq mi). Beveren hosts the nuclear power plant of Doel, consisting of four reactors with one to start decommissioning and one expecting LTO. Beveren is also host to the left bank of the Port of Antwerp-Bruges and its new developments and is part of the largest petrochemical cluster in Europe with 26 high-risk Seveso facilities.Lots of other critical infrastructure, pipelines, power lines, transport of people and dangerous goods by rail/road/ship, flooding zones, a prison and the ‘regular’ conventional risk inventory make Beveren a region with lots of challenges for emergency services.In this environment Yves gained 16 years of experience in emergency training, teaching, exercises, planning and real response and recovery. Since 2009 the Municipality of Beveren is member of the European Group of Municipalities with Nuclear Facilities (GMF). GMF keeps EP&R and local involvement high on agenda of their stakeholders. Yves shared and gained knowledge and expertise while networking with the GMF members. On behalf of GMF Europe Yves contributed to the EC projects that focus on Nuclear Emergency Planning and Response (EP&R) Arrangements in EU Member states.He presented GMF at the high-level CET2022 Conference in Oskarshamn Sweden, the IAEA Technical Meeting on local stakeholder engagement in Vienna Austria and the European Commission’s ENEF Conference in Prague.For Campus Vesta Yves contributed as a practitioner to the EC Horizon 2020 project E2mC on the evolution of Copernicus Emergency Management Service (EMS) and its satellite technology. The project focused on integration of social media analysis and crowdsourced information within both Mapping and Early Warning Components.Yves speaks and teaches about a diversity of subjects starting from his own genuine experience and expertise.
