Managed numerous fair, transparent, timely and inclusive public hearing processes which involved: • the creation and delivery of all process steps, covering both written and in-person/oral portions and making decisions at the hearing on safety and security of all participants, • the coordination of expert technical analysis and unbiased advice based on the evidentiary record to support the appointed decision makers, and • the development of all external communication including the writing, editing and publication of the Decision or Report document to meet legislated time limits and established service standards.

Leading a team of 12-15 hybrid and remote specialists, each with unique skills in the field of regulatory assessment and data analysis, to ensure accuracy and efficiency in decision making pertaining to pipelines and associated facilities, international power lines, tolls and tariffs, energy exports and imports, oil and gas exploration and drilling within Canada. As Director, I also interface with regulated companies to address regulatory issues and manage the planning and performance of the adjudications unit to support the priorities and mandate of the CER.

Analyzed the potential environmental effects of proposed energy industry exploration, production and transportation projects submitted under the National Energy Board Act (NEBA), the Canadian Energy Regulator Act (CERA), Canada Oil and Gas Operations Act (COGOA), and assessed pursuant to the Canadian Environmental Assessment Act (CEAA). Provided expert and unbiased advice to the Commissioners/Board Members with respect to environmental matters related to the construction, operation, and abandonment of pipelines and international powerlines under its jurisdiction.

Project management for large-scale industrial Environmental Impact Assessments, air quality modeling and reporting for the oil and gas sector, and permit applications for upstream gas processing, oil and gas well drilling and completions, coal and natural gas power generation and cement plants. Conducted emission estimation for federal and provincial Greenhouse Gas reporting, odour assessments, indoor air quality testing, statistical particulate analysis, on-site and remote meteorological monitoring, as well as meteorological forecasting. Responsibilities included mentoring and training junior staff, senior review of deliverables, managing client relationships, project planning/scheduling, and coordinating field staff.

Project manager GIS-based air quality modeling systems and training courses. Duties also included toxicological assessments based on airborne emissions (smelting and petrochemical industries), emissions management databases and custom, complex modeling for large oil and gas clients, international marketing and distribution (mainly USA, UK, France and Germany), and conference exhibitions.
