Project Name：Liwan 3-1 Deepwater EPCI for Husky（obligations are to engineer, procure, fabricate, test, transport, install, construction complete, pre-commission and commission the subsea facilities which including risers, flowlines, umbilicals, subsea structures, structural foundations, tie-in spools, jumpers, and all other associated subsea equipment.）Job responsibilities: mainly responsible for project variations, including but not be limited to collection, review and compiling of all documens relating to variations in accordance with the project budget, materials PO and service contracts etc.

a) Prepare the Recommendation for Tender List and Tender Evaluation Plan;b) Receive and record the internal approvals of the Tender List and Tender Evaluation Plan;c) Coordinate the preparation of the entire ITT package;d) Issue the ITT package;e) Coordinate with the Requisitioner all clarifications with Tenderers during both tendering and Tender evaluation phases;f) Receive the Tender packages and keep them under secure, locked storage until their opening;g) Conduct the staged opening of the technical/commercial un-priced and of the commercial priced sections of the Tenders and distribution to the Tender Evaluation Team members;h) Negotiate with each Tenderer the Terms and conditions of the Contract;i) Archive the ITT, the original Tender documents and the Tender documentation;j) Obtain all necessary authorization (internal) to award the Contract;k) Finalize the Terms and Conditions with the selected Contractor;l) Compile the final Contract;m) Prepare the CAR (Contract Award Recommendation) and collect the due signatures;n) Obtain signatures on the finalized Contract by both Contractor and Company’s authorized signatory;o) Give notification to unsuccessful Tenderers.p) Keep recorded in a dedicated folder all the original documents relevant to the ITT/RFQ and save the e-copy of C&P drive.

a）Responsible for review/check and prepare Budget details and categorize cost, break down costs to relative departments.b）In charge of renting of equipment, inquire/quotation, preparing the contract application and documents management.c）Record cost expenditures and compare against budget. Prepare weekly/monthly project cost performance report.d）Control the cost for every item to be within budget, If cost is overrun, steering committee and seek for the corrective action in accordance to project procedure and project steering committee decision in cost control.e）Prepared the Variation Order for submission to Company. Follow up with Company for payment to the invoices.f）Follow project manager arrange, cost Engineer prepare document to join in variation negotiation with the client and writing summary.g）Compare and analyze cost if it is overrun. Inform and discuss with relevant responsible people. To summarize result of the cost controls and analyze project cost performance.h）Clear up and pigeonhole every contract and subcontract.i）Ask the owner to pay mature money in time and Preparing bacu-up documents to ask the financial section to pay for the subcontract.j）Project bidding：making bidding for every contract.k）Providing supportive document of subcontractors to project manager for review, liaison with QA Section for sub-contractor audit.l）Upon completion of a subcontract, PMT, QA/QC and HSE Officer shall carry out assessment on the subcontractor performance. m）In charge of tender of the company for one and half of year.
