- Place important role in the communication with the Chinese Railway customers.- Sell locomotives to North Asia- Sell locomotive major components and regular parts to Chinese locomotive builders- Sell locomotive service parts to the Chinese Railway customers

- Place important role in the communication with Chinese Railway customers (this is beyond the responsibility of Supplier Development Manager).- Work directly with local suppliers to satisfy EMD's quality standards and strategy in the manufacture of locomotive components. - Interact with all levels of supplier management as a leading supplier development representative in China.- Support DLoco and other Chinese licensees/suppliers in their understanding of the technical documents provided by EMD and EMD suppliers.- Train DLoco and other Chinese licensees/suppliers in supplier development and supplier quality practices to assure product quality, including FAI and PPAP.- Participate / coordinate training to licensees in China by EMD and supplier technical experts. - Facilitate supplier development in support of EMD efforts to source components in China outside of the mainline project. - Serve as a key team member for evaluating local suppliers, responsible for the evaluation of supplier Quality Systems, coordination of Quality System gap closures and/or compliance audits to EMD Quality Standards.- Recruit, develop and supervise Supplier Development personnel as is necessary for the EMD China office to meet the needs of the "Mainline" project or EMD's ongoing needs in China.

- Develop the local suppliers for export to North America, Australia and Europe.- Following the GM Supplier Quality Improvement Procedure.- Mainly responsible for powertrain parts, by the same time, taking care of M/E/C suppliers in North China.

- Survey Chinese railway system and shipbuilding system manufacturers to find potential suppliers for EMD.- Provide Purchasing and Supplier Development liaison support between EMD Worldwide Purchasing (WWP) and the Chinese suppliers. - Develop and strengthen supply contacts with Chinese suppliers. - Expand and develop technical/commercial contact with MoR, China Academy of Railway Science (CARS) as well as the locomotive manufacturers. - Attend seminar on behalf of EMD to promote EMD technology.- Place important role in the project of licensing EMD radial bogie technology to Ziyang Locomotive Works ("ZLW", in Sichuan Province): Negotiation (1999~2001), Implementation (2001~2004), Follow up (2004~).- Place important role in the negotiation with Ministry of Railway (MoR) for the 4000hp Highland Locomotive project (2003~2004) and 6000hp Mainline Locomotive project (2004~2005). Project includes selling locomotive to MoR and licensing EMD locomotive technology to Dalian Locomotive Works (DLoco).

Work with GM NA engineers and Chinese suppliers to support the localization projects of GM JV in China. Follow the standard GM Supplier Development Procedure to provide support to the Shanghai GM Buick Car localization program Very familiar with the QS9000 Package- QS9000 Quality System Requirement.- Quality System Assessment (QSA).- Advanced Product Quality Planning and Control Plan (APQP).- Production Part Approval Process (PPAP).- Potential Failure Mode and Effect Analysis (FMEA).- Statistical Process Control (SPC).- Measurement System Analysis (MSA).Provide technical/engineering supports to the Chinese suppliers to localize the Buick car components in cooperation with experts from North America. Provide on-site support and consultant to suppliers to help the supplier follow the QS9000 requirement.Work very closely with suppliers during APQP and PPAP process

- Structure the future organization of this JV department; - Source all components to launch the GM LQ2/LQ5 (2.0L) engine production; - Define the future operating procedures; - Conduct supplier assessments in conjunction with GMPT experts from USA; - Negotiate prices with local suppliers; - Conduct component validation, supplier validation and pilot production; - Lead Purchasing to provide technical support on site of engine assembly line; - Develop purchasing and working capital requirement plans for product launch

Lead the department to localize the out-sourced parts of engines introduced from overseas- BN489Q engine, a modified GM 2.0L (LQ2/LQ5) engine, model year 1984-1986- BN493Q engine, a modified ISUZU 4JB1 engineInvolved in the BICE - GMPT (GM Powertrain) engine joint venture feasibility study and negotiation. Responsibilities including:- Analyses the cost of out-sourced parts so as to support financial analysis.- Set up LN2 engine localization strategy for the feasibility study.- Production readiness.- Develop material management procedure for the future JV.- Review /check the Party A Supply Contract, Party B Supply Contract and Site Service Contract.

Lead the Technical Section to deal with the technical issues of the out-sourced parts of the six series of engines made by BICE:- BN4115 diesel engine introduced from Russia (Soviet Union) in 1950s- BN492 gasoline engine introduced from Russia (Soviet Union) in 1960s - 4G33 gasoline engine introduced from Mitsubishi in 1980s.- F6L912/913 air cooled diesel engine introduced from Deutz in 1980s.- 4JB1 diesel engine introduced from Isuzu in 1980s.- BN489 gasoline engine introduced from GMPT (LQ2/LQ5) in 1989.

- Select potential supplier- Conduct potential supplier assessment- Sign technical agreement with supplier- Answer and explain questions from supplier raised during the production of prototype and pilot samples- Help the supplier to improve the process and product quality- Develop the inspection sheet- Participate in sample inspection/validation and pilot production - Release the "Ready to Order" to Buyer- Solve quality problems found in day-to-day receiving inspection and production, etc.- Provide technical service on site of engine assembly line.
