谭荣华，北京人。1978年考入中国人民大学，财政系财政学专业，1982年毕业留校，任教至今。曾任财政教研室副主任、财政金融系副主任、院电子应用中心主任。现任财政金融学院教授，博士生导师，中国人民大学金融与财税电子化研究所所长，兼任国家税务总局信息技术咨询委员会委员，金税三期工程咨询专家、全国税务领军人才培养专家导师组导师、财政部"金财工程"专家咨询委员会委员，中国税务学会第五届理事会理事、学术委员。北京市博金恒信科技咨询有限公司法人、董事长。
