Duties Include Statewide spill response, provide technical expertise to Unified Command and conduct spill investigations; monitor oil transfer operations aboard ships, barges and marine facilities; serve as an expert witness; assist in the development of new programs; review, evaluate and approve vessel/marine facility spill contingency plans; participate in and critique drills and exercises, cleanup operations and equipment used; communicate with vessel owners, agents and marine facilities; interact with major oil and oil shipping companies, Coast Guard, other governmental entities and agencies; interpret guidelines and regulations; comment on proposed regulations; prepare more difficult correspondence and reports; attend committee meetings and give the Department's position on issues; provide guidance for preparing area plans; analyze coastal protection measures; respond to inquiries regarding maritime safety, pipeline safety, marine fire fighting and salvage issues; analyze and consider the feasibility of new technologies to aid prevention, response, containment and cleanup.

Plan, organize, prioritize and direct operational and readiness requirements of USCG National Strike Force personnel and equipment capable of responding to oil and hazardous substance pollution incidents worldwide. Coordinate operational readiness and planning requirements for worldwide deployment of multi-unit expeditionary squadron. As senior enlisted member, mentor and support enlisted members including Educational Services Officer and Morale, Welfare & Recreation Treasurer. Supervise, train and act as member of an anti-terrorism / force protection boarding team deployed to Kuwait; plan and execute various homeland security missions as a Vessel Boarding Security Team Watch Supervisor. Evaluate and coordinate a wide variety of activities in the marine industry related to security, transportation and pollution prevention. Fill Command and General Staff ICS positions during several high profile pollution incidents. Manage assigned personnel, complete operational and administrative tasks and hold qualification boards. Participated in several "national level" program development teams to enhance the Coast Guard's civil penalty process, Marine Safety Information System and Oil Spill Liability Trust Fund administration.
