In January 2008, the “First Consultation on the Prevention of HIV Related to Drug Use” in Goa, India, provided a platform for Asian drug user activists to hold a regional consultation and develop the Goa Declaration, building on the Vancouver Declaration, effectively giving birth to ANPUD.
Instigated in 2008, and registered in 2010 in Hong Kong, ANPUD is now registered as a Foundation in Thailand since 2015. We are the only regional network representing the voice of people who use drugs in regional fora, and supporting the development of country networks across Asia.
We believe that people who use drugs in Asia should enjoy equal human rights and opportunities for better quality of life.
