In 2021, BharatNotary set out to build India’s first blockchain notarization platform that would provide notaries to certify someone's identity and record it on an immutable public blockchain. We aimed to amend the Notaries Act standards to eliminate the "physical presence" requirement, which mandated in-person interactions for notarization using the Aadhaar ID and E-sign ecosystem, native to India. We made consistent efforts for several months and worked with several Members of Parliament, Judges, and officers of several government bodies including the Ministry of Law and Justice, Government of India to implement an amendment in the Notaries Act. Recognizing the limitation of relying on legislative change, we started organizing localized workshops outside different court premises to address concerns of notaries about acceptance of RON backed by comprehensive studies of local laws. While we received an overwhelmingly positive response from the notary community, this did not convince the government and judicial bodies to accept RON without the requisite legislative change.
